STREAMSIDE TAILINGS RECLAMATION PROJECT, JEFFERSON COUNTY, MONTANA. On
or about 11 June 1999, this office will issue Invitation for Bids for
the construction work described below. Bids will be opened on or about
14 July 1999. The work will include the following: (Approx. quantities)
Work will generally consist of earthwork to construct short access
roads and improve existing roads; installation of temporary stream
protection structures; clearing and grubbing; excavate, transport, and
consolidate stream side mine wastes (tailings and waste rock) in a 6
acre area; excavate and stockpile coversoil material; construct an
impermeable vegetated cap (geosynthetic clay liner, geocomposite, and
cover soil) over consolidated wastes; properly dispose of miscellaneous
debris; recontour, apply cover soil, and revegetate the stream side
excavated areas; construct runon control ditches; reconstruct stretches
of High Ore Creek; and obliterate and reclaim temporary roadways. The
estimated construction cost of this project is between $1,000,000 and
$2,500,000. This solcitation is unrestricted and open to both large and
small participation. A pre-bid conference will be held for prospective
Bidders on June 18, 1999. The conference will convene at 10:00 a.m.
The pre-bid conference will take place at the mouth of the High Ore
Creek Drainage. The purpose of the pre-bid conference is to familiarize
all Bidders with the various locations and aspects of the Work and to
allow prospective Bidders to ask questions concerning the Work. The
pre-bid conference, however, does not relieve Bidders from the
responsibility of familiarizing and informing themselves of the extent
and character of the Work as required by the Contract Documents. The
project site is located in the High Ore Creek Drainage in Section 36,
Township 7 North, Range 5 West; Sections 7, 2, 11, 14, 15, and 22
Township 6 North and Range 6 West in Jefferson County, Montana,
approximately 2 miles northeast of Basin, Montana on exit 160 of
Interstate 15. Contractors interested in inspecting the site of the
proposed work should contact the Ellsworth AFB Resident Engineer, U.S.
Army Corps of Engineers, P.O. Box 669, Bldg 8201, Box Elder, SD 57719,
Telephone: (605) 923-2983. FAX (605) 923-2558. DO NOT submit requests
for plans and specifications to the site visit personnel listed above.
See "Ordering" below. Contractor's Quality Control will be a
requirement in this contract. Large business concerns submitting bids
for services exceeding $500,000 or for construction exceeding
$1,000,000, shall comply with Federal Acquisition Regulation 52.219-9
regarding the requirement for a subcontracting plan. The U.S. Army
Corps of Engineers considers the following goals reasonable and
achievable for fiscal year 1999: (a) Small Business: 61.2% of planned
subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of
planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of
planned subcontracting dollars. The Contractor will be required to
complete the project 90 calendar days after receipt of Notice to
Proceed. Provisions will be included for liquidated damages in case of
failure to complete the work in the time allowed. Performance and
payment bonds will be required. Plans and Specifications will be
provided free of charge. All requests for solicitation packages should
be made in writing and no later than 14 days prior to bid opening.
After such time, packages will be furnished if supply is available. It
has been determined that the number of sets be limited to one (1) per
firm. Ordering of plans and specifications shall be by registering on
the Omaha District website:

"Solicitation Registration" section of the synopsis and click on the
link for "Registering". If you do not have Internet access, then you
may fax your request to (402) 221-4530, faxed requests will take longer
to process, causing a delay in receiving Solicitation documents. Please
include the following information: 1) Name of Firm; 2) Point of
Contact; 3) Mailing Address; 4) Street Address for Parcel Delivery
Service; 5) Telephone and Fax Phone Numbers with Area Code (FAX numbers
are mandatory to ensure the receipt of any amendments that may be
faxed); 6) Level of Participation (General Contractor, Subcontractor,
Supplier or Plan Room); and 7) Large Business, Small Business or Small
Disadvantaged Business. The Government will issue the solicitation on
CD-Rom to all registered prospective bidders who respond in a timely
basis to this notice. If any of the information changes during the
advertisement period, submit the information via e-mail to
doug.e.hadley@usace.army.mil or by written request or fax. Failure to
provide the above information and any changes may cause a delay in
receiving plans, specifications and amendments. Questions regarding the
