Boise, Idaho, has the following requirement for 2 "push-out" trailers
to be used by employees for office space and living quarters while
repairing Keechelus Dam in Yakima WA and Wickiup Dam in Prineville OR.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format at FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the solicitation; quotes are being requested and a written
solicitation will not be issued. The Request for Quotes (RFQ) is
issued as RFQ 1425-99-SQ-10-270Q and quotes are due June 11, 1999 by
COB. The RFQ incorporates revisions and clauses in effect through
Federal Acquisition Circular 97-11. This acquisition is a total small
business set-aside. The standard industrial classification is 3792 and
the small business size standard is 500 employees. Base Unit
specifications include: Overall length (approx) 38 to 40 feet (but not
to exceed 40'); overall width (approx) 102"; overall height (approx)
10'-0"; interior height (approx) 84"; must sleep 4. Additional Required
Features must include the following in addition to the base unit
features already included: Air Conditioner Duct in Ceiling, Roof Air
Conditioner, Double Insulation Package to Include Roof and Floor, Power
Bath Vent, 1-Piece Fiberglass Tub, Folding Tub/Shower Door, 10 gal. Gas
or Gas/Elec. Water Heater. (Preliminary cursory market research reveals
that, for example, the Nomad Model 3985 by Skyline meets our
specifications for the base unit and additional required features. This
is not intended to indicate a preference for this manufacturer's item
but is provided for the offeror's information only). Following are the

Provision 52.212-2 indicates this purchase will be based on best value
to the Government. We will evaluate quotes based on the following
criteria: 1) Specifications and Features as described in your
descriptive literature (please submit with your quote); 2) Price. Each
offeror must submit a price breakdown for the base unit, additional
required features, and any additional offered features that exceed our
minimum requirements. A best value analysis will be completed by
reviewing the offerors list of standard features, required additional
features, and extra features (if any) that are included in their unit
price. We expect to award using best value for this requirement,
therefore we may evaluate and award based on additional features
offered but not required as part of the specification. The price for
each offer will be evaluated on the required standard base unit and
features and any additional features priced separately as optional
items.; 3) Warranty: and 4) Delivery Date. Our desired delivery date is
June 30, 1999. If you cannot meet our delivery date, you may propose an
alternate date. We will evaluate your proposed date based on how close
you come to our delivery date and your evaluated position with the
other criteria. Evaluation criteria are listed in order of importance.
FAR Clause 52.212-5 paragraph (b) is tailored to incorporate the
following clauses 52.222-21, 52.222-26, 52.222-35, 52.222-36,
52.222-37, 52.225-3, 52.225-9, 52.232-33. Offers are to be submitted to
