for Offer (RFO) for (4ea) Model J400-WR-404 turbo-jet engines with
thrust capabilities of 35 to 200 pounds (static, sea-level). NASA/LaRC
intends to purchase the items from Williams International under the
statutory authority of 10 U.S.C. 2304(C) (1), Only One Responsible
Source. NASA, Langley Research Center, in conjunction with NASA, Dryden
and The Boeing Company, has begun a program of flight control law
research for the Blended Wing Body Low Speed Aircraft (BWB LSV). To
facilitate this research, a series of models, both wind tunnel and free
flight are required. The research requirements as derived for the free
flight model dictate three engines, each weighing below 50 pounds with
200 pounds of thrust at sea level (static). Extensive market research
has determined the J400-WR-404 turbo jet engine to be the only engine
to meet these requirements. The Government intends to acquire a
commercial item using FAR Part 12. An Ombudsman has been appointed. See
Internet Note"B". Interested firms have 15 days from the publication of
this synopsis to submit in writing to the identified point of contact,
their qualifications/capabilities. Such qualifications/capabilities
will be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Firm date for
receipt of offers will be stated in the RFO. All qualified responsible
sources may submit an offer which shall be considered by the agency.
