E-MAIL: NIST Contracts Office, Contract@nist.gov. The National Institute of Standards and Technology (NIST) has a requirement for an atomic force microscope (AFM). The AFM required shall be new, and is required to meet the following requirements: (1) Operation in oscillating imaging modes (amplitude, phase and force modulation) via a direct drive of the probe tip that does not oscillate other portions of the fluid cell or sample holder. This allows imaging in fluids with a single resonance peak and a noise level <0.1 nm RMS and total output signal noise <0.3%; (2) A fluid flow cell that is inert to water, ethanol and other common solvents in the entirety of the system and can be removed for acid cleaning; (3) A heating and cooling system that can control the sample temperature in the air or with the fluid cell to +0.1 degrees C over the range 0-40 degrees C; (4) Electrochemical capabilities that have electrodes integrated into the fluid cell and sample plate and have potentiostat/galvanostat control with a 10 mA -- 10 mA range at 10 nA resolution; and (5) The ability to measure the current flow between the sample and the AFM probe tip with sensitivity down to 200 femtoAmps. These stringent requirements are necessary for the delicate biological systems that NIST studies. -- Delivery is required to be fourteen (14) days after receipt of order. -- The Government anticipates the award of a fixed price purchase order. The proposed requirement is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available. .- It is the Government's intent to negotiate with Molecular Imaging, Phoenix, Arizona, the only responsible source that can satisfy the agency's requirements.
