synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation No. RFQ-786-122-99 is
issued as a Request for Quotations (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. Federal Acquisition Regulation Clauses and
Provisions referenced in this combined synopsis/solicitation may be
obtained electronically at the following URL:

acquisition is being conducted using full and open competition.
Standard Industrial Classification (SIC) Code 3393 and a sized standard
of 500 employees applies. The National Cemetery Administration (NCA)
has a commercial requirement for four (4) Electronic status board
displays. The salient features of the electronic status board displays
are for descriptive purposes only. The product quoted shall have the
functional and salient characteristics set forth elsewhere in this
synopsis/solicitation. Offerors shall indicate in their quotation the
brand name/manufacturer/model number of the item(s) quoted. CLIN 101,
Electronic Status Board Display,(Liquid Crystal Display) 4 each,
delivered F.O.B. Shipping Point, to select national cemeteries located
in CONUS. The following salient characteristics and features are
applicable: (1) Extruded aluminum enclosure with back-lighting hardware
including Qty. 8 (eight), 48" H.O Fluorescent tubes, two control
ballasts, mounting fixtures, external weatherproof disconnect switch
and 115VAC duplex receptacles mounted internally. Insect-proof, water
resistant, and vandal resistant. (2) 8-lines, 16 characters/Line, black
background, backlighted display, white characters with black (or color
to be specified by customer) background. (3) Individual character
dimensions: 2.161"H x 1.785"W. (4) Contrast ratio of at least 10:1 at
viewing angles of up to 45 degrees. (5) Display must be easily viewable
in direct sun light and at night. (6) Matte/clear polycarbonate or
non-yellowing acrylic (.150") Front Face, with (.187) aluminum backing
withcutouts and painted to match the exterior color of the enclosure.
(7) Adequate accessibility to the interior of the enclosure shall be
provided for all required maintenance functions. (8) Compliance with
applicable sections of the National Electrical Code. (9) UL and NEMA
Compliant. All lighting fixtures and electrical components are labeled
or listed by UL and comply with applicable NEMA Standards, for outdoor
appliation. (10) TNFE Twisted Nematic Field Effect Technology,
high-reliability, long-life LCD's Warranted for a minimum of 5 years,
outdoor use. (11) Wide operating Temperature Range: -40 C to +85 C,
standard. (12) Font: Standard (5x7) matrix ASCH Character set. Includes
63-character library, upper, and lower case alpha, numeric and special
characters. (13) "Plug-and-Play" Modular Design. (14) Standard PC-Com
Port Interface (Note: Computer hardware furnished by others). (15)
Backup battery ready. (16) Input power requirements: 115 VAC, 15-Amp.
Service. (17) Standalone, Windows 95-based, Kiosk
Software/Communications Interface Package customized for this LCD
layout application. (18) Preferred viewing angle to be specified by
customer. (19) Must be able to operate continuously. (20) Software
program that takes cemetery service schedule data entered through a
remote PC; catalogs the data based on time; and transmits update data
to the sign at intervals determined by the user. Data shall then be
stored in a database with security functions to prevent record deletion
once upload to the sign. (21) System must be capable of uploading
messages to the sign over direct two wire connections, at distances up
to 6miles. FAR Provision 52-212-1, Instructions to Offerors Commercial
Items, applies to this acquisition. Offerors shall include a completed
copy of the FAR Provision at 52-212-3, Offeror Representations and
Certifications Commercial Items, with their offer. Offerors shall also

Conditions Commercial Items, applies to this acquisition. FAR Clause
