Energy's National Petroleum Technology Office (DOE/NPTO), intends to
issue a Federal Assistance Solicitation (PS) No. DE-PS26-99BC15184
entitled "Applications of Petroleum Technologies on Non-allotted Native
American Lands". It is the intent of DOE/NPTO to solicit the submission
of applications for grants to conduct applied research in any one of
three areas on Native American and Alaskan Native Corporation lands
whose mineral rights are held in common for the benefit of the tribe.
This program is directed toward creating cooperative efforts between
the Tribes and the oil industry. DOE wishes to support modern petroleum
technologies on Native American and Alaskan Native Corporation lands
which are both economically and environmentally viable. The three areas
of interest are: reserves development, oil exploration and environment.
Proposed efforts must incorporate innovative technologies to improve
the development of a known oil field, promote exploration of
undiscovered oil reserves, or reduce the cost of effective
environmental oil and gas field compliance. The development program is
directed toward technologies to improve the development of a known oil
field on Native American and Alaskan Native Corporation lands. Proposed
efforts must be economically and environmentally viable as well as an
improvement in the development of an oil field. The types of
technologies to be considered are not limited to but may include
reservoir characterization, completion or stimulation, secondary or
tertiary oil recovery, artificial lift, well workovers, well drilling,
field studies and production management. The exploration program is
directed toward technologies to promote the exploration of undiscovered
oil fields on Native American and Alaskan Native Corporation lands. In
cooperation with the Tribal management, proposed efforts must be
economically and environmentally viable as well as an improvement of
oil field exploration techniques. The types of technologies to be
considered are not limited to but may include non-invasive exploration
techniques, computer-based modeling for exploration and well drilling
and evaluation. The environmental program is directed toward
technologies to reduce the cost of effective environmental oil and gas
field compliance. The types of technologies to be considered are not
limited to but may include soil remediation and remediation due to past
operational practices or problems, air emissions, innovative waste and
produced water management. DOE anticipates multiple grant awards
resulting from this solicitation and no fee or profit will be paid to
a recipient or subrecipient under the awards. To be considered for
award, the applicant must submit with the application, written proof
that the applicant has both access to and the permission of the tribe
to perform on non-allotted Native American or Alaskan Native
Corporation Lands. The solicitation will be available on DOE/NPTO's
Internet address at http://www.npto.doe.gov or at the Internet address
for the Federal Energy Technology Center at
http://www.fetc.doe.gov/business. Prospective offerors who would like
to be notified as soon as the solicitation is available should register
at http://www.fetc.doe.gov/business/index.html. Provide your e-mail
address and click on the "Oil and Gas" technology choice located under
the heading "Fossil Energy". Once you subscribe, you will receive an
announcement by e-mail that the solicitation has been released to the
public. Telephone requests, written requests, e-mail requests, or
facsimile requests for a copy of the solicitation package will not be
accepted and /or honored. The actual solicitation document will allow
for requests for explanation and/or interpretation. Solicitations will
not be distributed in paper form or on diskette. It is anticipated
that the solicitation will be available on or about June 16, 1999. The
exact date and time for the submission of proposals will be indicated
in the solicitation. Two response periods of about 60 days each are
currently planned. It is DOE's desire to encourage the widest
participation including the involvement of individuals, corporations,
non-profit organizations, and state or local governments or other
entities. This program is covered by Section 3001 and 3002 of the
Energy Policy Act (EPAct), 42 U.S.C. 13542 for financial assistance
awards. EPAct 3002 requires a cost share commitment of 20 percent from
non-Federal sources for research and development projects. The
Government's obligation under this award is contingent upon the
availability of appropriated funds from which payment for award
