California, which operates the Los Alamos National Laboratory (LANL)
under contract to the Department of Energy, solicits expressions of
interest in obtaining non-exclusive LANL license rights to
commercialize, manufacture and market the SuperHENC passive neutron
counter for Standard Waste Boxes, hereinafter referred to as "the
Technology". Part of the Technology is patented and the software is
copyrighted. The Technology is a system for the non-destructive assay
(NDA) of waste contaminated with transuranic elements (especially
plutonium) contained in large waste boxes. The license will cover both
hardware and software elements of the SuperHENC system. The Technology
can be used for any application requiring the NDA of radioactive waste
contained in the Standard Waste Box (SWB) certified for disposal of
waste at the Department of Energy's Waste Isolation Pilot Plant (WIPP).
The Technology can also be used to assay smaller containers, and will
provide assay results that meet criteria for both safeguards
termination and WIPP disposal. Interested organizations must
demonstrate prior professional experience in the fields of nuclear
materials assay, commercial interest in waste NDA for WIPP, and a
history of support for the Rocky Flats Environmental Technology Site
(RFETS). The prototype unit of this technology is being delivered to
RFETS under contract and interested parties must be willing to provide
support for that instrument if RFETS desires. Any organization
interested in licensing the Technology must respond with a statement of
intent. The statement should describe the organization's technical
expertise, manufacturing and marketing capabilities, financial
resources (e.g., annual report or corporate resume), commercial
motivation, willingness to support manufacturing operations in Northern
New Mexico, and willingness and history of support to the Rocky Flats
Environmental Technology Site. Upon receipt of a license applicant
statement, LANL will determine which applicant(s) will be selected for
license negotiations based on these statements. There will be a
license issue fee and funds-in agreement in support of this
commercialization. For consideration, companies must respond as
required and stated above within 30 days from the date that this
advertisement first appears in the Commerce Business Daily. For
