NASA/ARC is hereby soliciting information for potential sources for Sources are sought to acquire services for the basic and applied experimental, computational, and theoretical research for the Aeronautical Information Technologies Division (Code AI) and the ARMY/NASA Rotorcraft Division (Code AR) at Ames Research Center. The services required may include basic, applied, and theoretical research; management, administrative and clerical. The estimated number of research labor-hours per year is 46,000, or approximately 25 FTEs. The Contractor shall have a pool, or have access to a pool, of top scientific and engineering talent at all levels, ranging from students to senior scientists and engineers who will accomplish technical requirements as defined through the issuance of Contract Task Orders. Small Business (SB) and Small Disadvantaged Businesses (SDB) that are interested in participating in this procurement are invited to submit a capabilities assessment or qualifications statement which demonstrates abilities to perform the efforts listed. All firms which meet the small business size standard for SIC Code 8731 (1,000 employees) are invited to submit a capabilities statement. Responses should clearly state interest in performing in the capacity as a prime or subcontractor. Qualification statements must clearly demonstrate the capability to perform in the selected capacity and should be submitted no later than June 7, 1999. Previously, the Government acquired these activities on Cost-Plus-Fixed-Fee, Level-of Effort (LOE) contract. Under the successor contract, the LOE approach will be replaced with Performance Based requirements and will be restricted to the acquisition of "outcomes or outputs" where the period of performance and scope will be limited to work and products that can be well defined and priced. In no event will open-ended requirements be issued which lack discrete objectives or deliverables. During the process of defining each CTO, the roles and responsibilities of both NASA and the Contractor will be defined so that the work to be provided by the Contractor can be quantified and evaluated based on performance. Due to the nature of the work to be performed, the RFP, and any resultant contract will include an Organizational Conflict of Interest clause which will preclude aerospace vehicle manufacturers, their divisions, or any wholly owned subsidiaries from proposing, if they are to engage in aerospace vehicle manufacturing during the resultant contract performance period, and three years following the completion of performance thereof. Work is to be performed at Ames Research Center, Moffett Field, CA, with a 30-day phase-in period beginning January 23, 2000. Performance will start February 23, 2000, and continue, with options, for a total of five years. Names of potential subcontractors and prime contractors responding to this notice, as well as to the presolicitation synopsis that will be issued at a later date, will be published on the internet. The effort will entail complete planning and staffing for the estimated effort noted above as well as providing for: certified purchasing system; certified property management system, ISO 9000, managing financial, manpower, systems and facility resources as well as conforming to established NASA policies and budgetary guidelines. The prime will also provide management expertise for current and long range planning for projects and the contract as a whole. NASA Ames Research Center has been designated NASA Center of Excellence for Information Technology (IT). The Aeronautical Information Technology Division and the ARMY/NASA Rotorcraft Division work includes the development of methods that optimally integrate computational, experimental, and IT capabilities to predict aerodynamic flow fields, and the application of these methods to assist the aerospace industry in the design of aircraft such as commercial and military transports, rotorcraft and military fighters. The Divisions develop Information Design Systems (IDS) by integrating IT, Computational Fluid Dynamics (CFD), facilities, simulators, and computer systems to reduce the aircraft design-cycle cost and time. These IDS systems help enable the US Aerospace Industry to be competitive in the global marketplace. The Divisions carry out analytical and experimental investigations of specific aircraft, rotorcraft, missiles, and space vehicles requested by other NASA installations, other Government agencies, and private industry. No solicitation exists, therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact -- address and phone number).
