Officer The National Cancer Institute plans to procure services from
Rutgers State University, 58 Bevier Road, Piscataway, NY 08854-8010 to
create a bibliography on risk communications. Specifically, the
bibliography will focus on delivery methods of health communications to
effectively reach large populations, how to influence health attitudes
and behavior, and how to disseminate these findings to the research
community and the public. Dr. Weinstein is uniquely qualified as a
researcher with regards to his experience in the application of
research to public health and policy and to review and evaluate
recognized articles for a bibliography of risk message data. Dr Neil
Weinstein, a pioneer with 20 years experience on risk communications
and messages is a national expert in the field, and he is a professor
at Cook College of Rutgers University. He is widely published in this
field and has produce bibliographies that are solely on the scientific
methodology, conceptualization and theory development content of
periodicals. (1) The Contractor shall plan and supervise a search
consisting of approximately 4,000 entries from empirical research,
publications, and on-line databases to compile a final bibliography.
(2) The final bibliography shall consist of approximately 500 recent
representative publications, addressing ways of explaining the size and
nature of health risks to lay people. (3) Review documents shall
comprise reports of empirical research in which risk messages are
tested, reviews of empirical research on risk messages, and discussions
of health/risk communications that include considerations of how people
think about risk, message content, new delivery techniques, or
evaluation. (4) The contractor shall include expert reviews and expert
comments (annotations) on the articles to be included as part of the
bibliography. (5) The reviews (annotation) shall consist of the
scientific methodology, conceptualization and theory development in the
articles. [The bibliography shall exclude discussions/articles limited
to politics, law, institutions, ethics trust or credibility in health
risk communications]. The focus shall remain strictly based on the
scientific field of risk perception, communication and health
protective behavior. Dr. Weinstein is the only known expert that can
review articles/periodicals from a purely scientific perspective on
risk communication. Furthermore, he has a firm grasp of the scientific
literature and has produced similar bibliographies with annotations.
Thus, Rutgers is the only source known to the NCI researcher that can
provide a bibliography in the area of risk communication and provide
expertise, criticism via review comments/annotations. This notice of
intent is not a request for competitive quotes. However, if any
interested party believes it can meet the above requirements, it may
submit a statement of capabilities. The capability statement and any
other information must be in writing and must contain material in
sufficient detail to allow NCI to determine if the party can fully meet
the requirement describe above. Capability statements must be received
in the contracting office by 1:30 P. M. EST, on June 17, 1999. If you
