Geological Survey (USGS), having undergone a migration of a large part
of its automated data processing operations from a micro VAX II
computer using VMS Operating System (OS) to a SUN Sparc 5 system using
Solaris OS, has a requirement for additional programming services to
upgrade data processing, archiving, and dissemination software
currently used on PC's in a DOS-based configuration to a Windows
configuration. In addition, software used on these systems will have to
be made Y2K compliant. Extensive knowledge and experience with USGS and
INTERMAGNET data file formats, as well as expertise in developing
Windows-based applications for data processing, archival, and
dissemination procedures and algorithms used in these scientific
applications, is required to properly develop and code the required
software. Extensive experience using Inprise's C++ Builder, including
creating Integrated Development Environment components containing
published and new properties, as well as unique callback events,is also
required. Performance period is for six (6) months from date of award.
Work shall be performed at USGS facility in Golden, Colorado. Based on
information available at this time, and in accordance with 41 U.S.C.
253(c)(1), implemented by FAR 6.302-1, the Government considers the
item specified as a sole source from Whittman-Hart, Inc., Englewood,
Colorado, and proposes to negotiate a contract with that firm on that
basis. However, should additional sources be identified, they will be
considered. Firms who feel that they can furnish the required services
are invited to submit in writing an affirmative response to this
announcement. An affirmative response would include literature,
brochures and such other materials which correspond to the required
services stated herein. This information will be evaluated and used to
determine if competitive opportunities exist. Since no solicitation
document exists, requests for such documents without accompanying
information will be considered non-responsive to this request without
further consideration. This notice may represent the Government's only
