Contracting Officer, 703/428-7406 This procurement is for Analytical
and Professional Support Services for the Institute for Water Resources
(IWR) Technical Analysis and Methodologies Division. A major
responsibility of IWR is to perform policy, planning and Socio-economic
research and analysis to develop methods to evaluate, formulate and
manage water resources plans and projects. IWR is currently responsible
for a number of Corps water resources related activities or programs
including but not limited to Environmental Restoration and Evaluation,
Alternatives Analysis and Selection, Decision Support Systems,
Planning Methodologies, Risk Analysis in Planning, Investment and
Financial Analysis, Performance Measurements and Evaluation, etc. IWR
also routinely provides technical assistance to the Corps'
Headquarters, Corps Field Operating Activities (divisions, districts
and labs), other Army Commands and other Federal agencies encompassing
a broad range of topic areas. Examples of the areas of study and the
kinds of expertise IWR provides to its customers through its research,
analysis, technical assistance and training activities include the
following: Economic Analysis for Flood Control, Water Supply,
Navigation, Recreation, and Coastal Protection projects; Environmental
Analysis; National Studies for Water Resources Development; Decision
support Systems; Institutional analysis; Financial Analysis of Water
Projects; Incremental cost analysis for Environmental Projects and
Survey Research Methods including Questionnaire Design. This
description is not intended to be all inclusive of the scope of this
effort but rather to provide insight into the potential variety that
could be involved in this contracting effort. All requests for
proposals must be in writing and reference RFP Number DACW72-99-R-0006.
The proposed procurement is a 100% Small Business Set-Aside. For the
purpose of this procurement and small business concern is defined as:
a concern whose average annual sales or receipts of the concern and its
affiliates for the preceding three fiscal years has not exceeded $5
million. Anticipated release date of the RFP is on or about June 18,
1999. A proposal will be due 30 days from release date. An Indefinite
Delivery type contract is anticipated. All responsible sources to
