Employment and Training Administration (DOL/ETA) is soliciting
proposals to select a contractor to conduct research on the IMPACTS OF
TARGETED HARMONIZED WAGE CODE (THWC) ON UNEMPLOYMENT INSURANCE (UI)
REVENUES AND BENEFITS. The Harmonized Wage Code (HWC) Project is an
effort to reduce the employer and Government burden by developing
simplified employer tax requirements. The primary objectives of this
initiative are: (1) Select a purposive sample of approximately eight
States for study. (2) Review and validate data relevant to THWC. (3)
Use sample survey to determine impact of THWC on wages reported for
State UI purposes. (4) Determine employer population that would be
affected by the THWC, by number of employees, type of business and
other relevant characteristics. (5) Determine impact of the change in
the definition of wages reported by employers under the THWC on State
UI tax revenues, UI eligibility and UI benefit amounts. The period of
performance for the prospective award is twenty-four (24) month from
the date of execution of the contract by the Government. This
requirement is let as a 100% Small Business Set-aside. The SIC Code is
8732 and the Size Standard is $5 million. Request for proposals are
available on the Department of Labor, Employment and Training
Administration's Home Page approximately 15 days from the date of this
publication. Request for proposals in hard copy form will be available
at the same time on a first come, first served basis, until the supply
is exhausted. Telephone requests will not be honored. For requests
made after the supply is exhausted, the Contracting Officer will
determine whether payment of a fee is warranted. The fee will not
exceed the cost of duplication of the solicitation documents. Closing
date for receipt of proposals is July 29, 1999 at 2:00 P.M. Local Time.
Request for proposals must cite RFP-DCS-99-46 and include two self
addressed labels. Failure to enclose labels may cause delays in
