United States Park Police is seeking a consultant (organization),
possessing a Ph.D., in psychology and a graduate degree in exercise
physiology, to develope valid physical fitness standards for the
position of police officer. The consultant must be an expert in the
field of standards development and have an extensive history of working
with law enforcement agencies. The standards must be validated through
a construct/criterion validation process. The consultant must have
experience in providing expert testimony in court cases involving law
enforcement fitness standards and programming. The consultant must be
able to perform the following tasks: (There are a total of nine (9)
clearly outlined tasks) only five (5) will appear in this notice. 1.
Review pertinent existing data to determine the critical physical
performance tasks required of the U.S. Park Police Officers. This must
include a review of all existing job definition information, a review
of current and past fitness testing, a review of the entire physical
fitness program as currently implemented, to include recruit training
and incumbent physical fitness programs, and a review of all data
concerning health and disability issues and trends within the United
States park Police. 2. Conduct a physical job/task analysis of
incumbent officers, stratified by age and gender. The incumbent sample
of officers should be no less than 50. The JTA must include a
sufficient number of essential physical tasks that can be rated by
subject-matter-experts with respect to frequency and criticality. 3.
Job task simulation test and fitness test definition: Physical job
tasks must be narrowed based on the data gathered from the SME's and
any focus group interviews conducted. Job sample tests must be defined,
resulting in task scenarios with the expected level of performance
predetermined with respect to effort, duration, and outcome. The
consultant must identify the underlying physiological demands of
selected job task tests and define those tests representative of the
physiological demands of the job task tests. 4. Physical fitness
coordinator training. The consultant must train/prepare a cadre of
incumbent officers/individuals to conduct validation testing and
provide on-going fitness programming. The training must include at
least 10 officers/trainees and should be of sufficient duration to
certify the individuals as proficient in the required tasks. The
consultant shall provide all training materials and curriculum. 5.
Evaluation testing: A sufficient number of incumbent officers must be
tested to validate data on the predictability of fitness for task
performance. The sample officers should be randomly selected by age and
gender. Other tasks will consist of Data analysis; Judgement Process;
Completion of a technical report with standards implementation
recommendations and finally Project oversight with the ability to
provide expert testimony as necessary. For a complete line item
