Command, Naval Air Warfare Center-Aircraft Division proposes to procure
domestic and Foreign Military Sales (FMS) engineering, technical,
financial, planning, and evaluation services in support of the
Conventional Strike Weapons Program Office, PMA201. Specifically, the
contractor will be providing engineering services for evaluations of
weapons maintenance and performance data; performance of technical,
engineering, and production analyses; program planning, financial
support, FMS case management, and evaluations; and recommendations for
existing Conventional Strike Weapons System programs. Included are the
Joint Standoff Weapon (JSOW), Joint Direct Attack Munition (JDAM),
Joint Air-to-Surface Standoff Missile (JASSM), General Purpose Bombs,
Practice Bombs, Cartridge Actuated Devices and Aircrew Escape
Propulsion Systems (CAD/AEPS), and Racks and Launchers (Common AAE).
Solicitation N00421-99-R-1009 will result in a Time and Materials,
Indefinite Quantity ordering contract with possible Cost Plus Fixed Fee
elements. The resulting contract will be for one base year and four
option years, with an estimated minimum ordering requirement for 18,000
labor hours per year and an estimated maximum ordering requirement for
60,000 labor hours per year. This requirement is restricted to an 8a
small business set-aside, under Standard Industrial Classification Code
8711, for firms whose average annual receipts for the preceding three
fiscal years do not exceed $20 million. Due to the nature of the
requirement, the contractor must maintain facilities located within 30
miles of the main gate of Naval Air Station, Patuxent River, MD. To be
considered for award, the contractor must have a secret security
facilities clearance. The incumbent, The Prometheus Company, is
currently performing under contract N00019-95-D-0126. The Navy intends
to release the Request for Proposal via the Internet. Requests for

telephone requests for solicitations will be accepted or returned. All
prospective offerors are strongly encouraged to use the Internet to

address will not be recognized. The RFP will be made available over the
Internet in a Word 6.0 format and will reside on the NAVAIR Home Page
residing on the World Wide Web Server. Hard copies will not be
available for pick-up or mailing. The WWW Server may be accessed using
client browsers such as MOSAIC or NETSCAPE. Offerors who have
requested an electronic copy of the RFP will be notified via E-mail
