(860) 285-7191 The U. S. Postal Service is soliciting proposals to
construct a new USPS-owned 22,000 sf carrier annex on a USPS-owned
7-acre site on Shoreline Drive in Guilford, CT. The building will be of
steel frame with brick and block exterior. The work includes, but is
not limited to, excavation, site work, paving, utilities and
landscaping. The building will be steel frame with a block and brick
exterior. The roof will be single ply membrane with tapered insulation;
the interior will have a suspended ceiling with recessed lights; the
floors will be VCT. The interior will also have various administrative
offices and support areas while the majority of the space will be
workroom. It will also have a loading dock with approximately four
bays; the buidling will house a USPS Criminal Investigation Office,
providing closed-circuit television surveillance for the building. The
design of the building will not impact wetland areas on the site. The
estimated cost of the work is between $2,000,000.00 and $3,000,000.00,
with completion within two hundred seventy (270) calendar days after
receipt of notice to proceed. Sealed offers will be received in this
office prior to, but no later than, 4:00 p.m. on July 14, 1999. Offers
will not be publicly opened. The number of offers received, the
identity of the offerors, the amount of any offer, or relative standing
of the offerors WILL NOT BE DISCLOSED TO ANYONE until award of contract
is made. Proposal documents, plans and specifications will be available
o/a June 3, 1999 at a cost of $100.00 per set (non-refundable) from the
Facilities Service Office, U. S. Postal Service, 6 Griffin Road North,
Windsor, CT 06006-0300. Only certified checks or money orders will be
accepted, made payable to the Disbursing Officer, U. S. Postal Service
(Reference Solicitation No. 082530-99-A-0109). Plans may be inspected
at the issuing office and information regarding their availability may
be obtained by contacting Catherine Delasco at (860) 285-7191.
Questions concerning the technical aspects of theproposal should be
directed to Peter Bolton at (860) 521-0752. There will be a preproposal
conference for this project on Thursday, June 24, 1999 at 10:00 a.m. at
the Facilities Service Office, 6 Griffin Road North, Windsor, CT.
Prospective offerors are encouraged to attend. Offerors wishing to
visit the site may do so on their own time. Award of this project is
contingent upon USPS funding approval, which is anticipated by
mid-July. The USPS is imposing an experience requirement on all
contractors who submit price proposals for this project. In order to be
qualified a contractor must demonstrate proof of being a general
contractor for the past five years and must have completed at least
three new buildings of the same size and complexity within this time
period. Contractors must use the forms provided with the solicitation
package for this experience requirement. Offerors will be required to
submit their price proposal and experience requirements in two separate
envelopes. The contracting officer will review the experience
requirements of all offerors. Those contractors who have fulfilled the
experience requirement will have their price proposals opened;
contractors who have not fulfilled the experience requirement will have
their price proposals returned unopened. Award will be made to the
