Furnish all labor, material and equipment necessary to repair various off-shore Aids to Navigation Structures in the New York City area. The work includes the replacement of Whitestone Light, a 40-foot tower and reconstructing the concrete foundations at Arthur Kill Light #14 and Raritan Bay Lights #20, #42 and #58 and miscellaneous associated work. This Invitation for Bids is being issued pursuant to the Small Business Competitiveness Demonstration Program and is open to both large and small business participation. It is estimated between $250,000 and $500,000. The applicable SIC Code is 1629. The tentative date for receipt of bids is 20 July 1999. Bid packages will be available on or about 19 June 1999 at a non-refundable charge of $23. For minority, women owned and disadvantaged business enterprises: the Department of Transportation (OSDBU) has programs to assist minority, women owned and disadvantaged business enterprises to acquire short term working capital and bonding assistance for transportation related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, performance and payment bonds up to $1 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
