The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD has a requirement for 2 UH-1Y Seat Assemblies and related equipment to be included as options. Option I: (2) VLEA assemblies, (4) Seat Rear Struts, a Floor Track, and a Lower Crossmember. Option II: Engineering Test Support. Option III: (2) MA-16 Inertia Reels. Option IV: (2) MA-16 Inertia Reels. The SIC code is 3728. This acquisition is in support of the H-1 Upgrades Program and will be negotiated on a sole-source basis with Simula Safety Systems, Inc., 7414 South Harl Ave., Tempe, AZ 85283-4307. Simula has the proprietary data rights to the seat assembly and therefore is the only firm that possesses the knowledge and technical data necessary to meet the government requirement. The sole-source negotiation is made under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy the agency requirements).
