for Quote (RFQ) for 16 space-qualified hemispherical passive Global
Positioning Satellite (GPS) antennas operating at the GPS L1 frequency
of 1575 MHz +/- 10.5 MHz with the option to buy passive antennas at
GPS L1/L2 frequencies centered at 1575 MHz and 1227 MHz. Four flight
antennas will be integrated into the X-38 V-201 vehicle. The physical
requirements include the envelope of approximately but not limited to
=" height with 2.5" x 2.5" area for L1 only antenna and = " height with
3.5" x 3.5" area for L1/L2 antenna. The free space antenna performance
requirements are right-hand circular polarization, antenna gain shall
be greater than or equal to 0 dBic up to +/- 45 : beamwidth (from
boresight), greater than -3 dBic up to +/- 60 : beamwidth and greater
than -6 dBic up to 75 : beamwidth and less than 5 dB axial ratio up to
+/- 60 : from boresight. The relative phase angle error shall vary
less than 5: at any given angle up to +/- 60 : from boresight within
the set of antennas. The absolute phase tracking shall vary less than
5: at boresight over a -80 : to 217: F temperature range for each
antenna. The environmental requirements include operating in the
temperature range of -80 0F to +217 0F, surviving a 40 g's design load,
surviving the following vibration requirements: Table 1: X-38 Wall

per axis and operating in the following thermal/vacuum cycling
conditions: The antenna shall be tested 3 cycles per Figure 2, with
maximum and minimum levels +/- margin shown in the left margin. The
rate of temperature shall not exceed 4.00 F per minute, nor be less
than 1.00 F per minute .Corona breakdown measurement shall be performed
at full specified handling power during one of the pressure transition
periods. Note: A = Time to stabilize antenna temperature plus 1-hour
minimum B = VSWR measurement to be performed C = VSWR monitoring during
temperature transition. Figure 2: Thermal Cycles and Thermal Vacuum
Cycles for Qualification Testing . This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The Government
intends to acquire a commercial item using FAR PART 12. The SIC Code
and Size Standard are 3769 and 1000, respectively. The DPAS Rating for
this procurment is DO C9. The anticipated release date of RFQ
9-BH13-44-9-23P is on or about June 21, 1999 with an anticipated quote
due date of on or about July 30, 1999. All qualified responsible
sources may submit a quote which shall be considered by the agency. An
ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
