synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested, and a written
solicitation document will not be issued. The solicitation number is
53SBNB960085 is being issued as a Request for Quotation (RFQ) using
Simplified Acquisition Procedures. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Regulation Circular 97-11. This action is unrestricted. The
associated Standard Industrial Classification (SIC) is 3823, and the
small business size standard is 500 employees. The National Institute
of Standards and Technology (NIST) has a requirement for one Oxygen
Analyzer, Delta F Corporation (NanoTrace II Model 560-0020) brand name
or equal, to be used in research and development into Standard
Reference Materials for nitric oxide mixtures below 1.0 mmol/mol (in
oxygen-free nitrogen). The system shall include an Automated Zero and
Span Calibration System, Model 560-CAL-A-HCP or equal, and a Two-Way
RS232 Serial Communication Interface, Model 560-RS232 or equal. Salient
characteristics of the system shall include: (1) trace oxygen
concentration range of 0 to 20 mmol/mol (ppm); (2) lowest trace oxygen
concentration range of 0 to 1 nmol/mol (ppb); (3) lowest detectable
trace oxygen concentration of less than 100 pmol/mol (ppt); (4) maximum
response time at 500 pmol/mol (ppt) of less than 30 seconds; (5)
microprocessor controlled; (6) RS232 interface; (7) automated zero and
span calibration; (8) ISO 9001 Supplier Quality and Production Quality
Management (SQM/PQM); and (9) factory calibrated against NIST traceable
gas standards. If quoting other than brand name product, the quoter
must provide the manufacturer's brand, model, or part number along with
a technical description of the item being offered in sufficient detail
to evaluate compliance with the salient characteristics of the
requirement. This may include product literature, specification sheets,
illustrations, drawings, or other documents if necessary. Required
delivery is 8 weeks after receipt of order, FOB destination,
Gaithersburg, MD. All shipping charges must be included in quoted
price. Commercial warranty shall be included in quoted price. The
government intends to issue a fixed price purchase order resulting from
this solicitation to the responsible vendor whose quotation conforming
to this solicitation will be most advantageous to the Government,
price and other factors considered. The following factors will be used
to evaluate quotations: (1) Technical Capability, (2) Past
Performance, and (3) Price. Factors 1 and 2, when combined, are
significantly more important than price. All quoters shall submit the
following with their quotation: (1) technical description and/or
product literature; (2) a list of three contracts completed during the
past three years for identical items including the name of the
contracting activity, contract number, total contract value,
contracting officer, and telephone number; and (3) a completed copy of
the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items (available at the Internet site
www.arnet.gov/far). The provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items is applicable to this acquisition. The
following FAR clauses apply to this acquisition: 52.212-4, Contract
Terms and Conditions -Commercial Items; and 52.212-5(a), Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. The following additional FAR clauses, which
are cited in 52.212-5(b), are applicable to this acquisition:

Government. Quotes should be mailed to the National Institute of

Duggan. Faxed quotations will not be accepted. The deadline for receipt
