CECOM and Program Manager Night Vision/Reconnaissance, Surveillance,
and Target Acquisition, Fort Belvoir, VA are planning to issue Request
for Proposal (RFP) for development of a mobile Meteorological
Profiling System. The objective Meteorological Measuring System --
Profiler(MMS-P) is a product improvement of the Meteorological
Measuring System (MMS), AN/TQM-41. Profiler will support field
artillery cannon, rocket, and missle systems with a suite of
meteorological sensors and associated software and models that will
provide current and predicted weahter conditions along the trajectory
and at a point or area where the munitions are expected to engage a
target. The effort involves design, development, and testing of 2 to 4
Engineering and Manufacturing Development (EMD) systems. The RFP will
include requirements to develop a system specification, statement of
work, and describe how the Key Performance Parameters will be met. The
award will be made to contractor who provides the Best Overall Value
to the Government. The Government has established a CAIV target of $9
million dollars for the EMD effort. Contract award is projected for
January 00, and is expected to be a 27 month effort. All parties
interested in doing business with CECOM are invited to access, operate,

Page. The preliminary requirements will be posted to the business
opportunity website at https://abop.monmouth.army.mil no later than 4
June 1999. All questions will directed through the Contracts Office.
