Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) intends to negotiate on a sole source
basis with Dr. David A. McWhorter, Charlottesville, Virginia, under the
authority of 41 U.S.C. 253c(1) -- Only one responsible source for
research and development services. Services shall include (1) building,
maintaining and developing a transient far-infrared (THz) 1 KHz laser
spectrometer, (2) helping to modify, maintain and develop time-resolved
hydrogen-bonding experiments using an infrared picosecond/femtosecond
laser and infrared focal plane array detection system; (3) collecting
and analyzing data obtained from the above instruments; (4) aid in
publication and dissemination of results, and (5) preparation of
monthly reports on experimental studies for a Competence Project
entitled: "Advanced Terahertz Metrologies" performed in the NIST
Physics Laboratory. This program entails advanced laser spectroscopic
studies of the far-infrared spectroscopy of model DNA and protein
systems and monitoring their time-dependent spectral changed associated
with low-frequency motions. F.O.B. Destination, Gaithersburg, Maryland.
Period of Performance is two years from date of award. Deliverables
shall be twenty-four monthly reports. All work shall be performed at
the NIST, Gaithersburg, Maryland site. This is a sole source because
Dr. McWhorter is uniquely qualified to perform this requirement due to
his established experimental and theoretical expertise in the study of
low frequency molecular vibrations and is a recognized expert on the
vibrational dynamics of gas phase molecules in their ground electronic
state. He is now extending his expertise toward studying vibrational
excitations of molecules in solution and has applied his requisite
experimental and theoretical talents to understanding their microscopic
behavior to compare to earlier gas phase work. Dr. McWhorter has also
demonstrated a complete up-to-date understanding of nanosecond,
picosecond, and femtosecond lasers, pulsed laser spectroscopy,
nonlinear optics, software/hardware development and its implementation
for multichannel infrared spectroscopic data acquisition and the
ability to analyze experimentally obtained ultrafast transient
ultraviolet/visable and infrared spectra. This notice is not a request
for competitive proposals. Written responses shall contain sufficient
documentation to establish a bonafide capability to fulfill the
