17. The Naval Surface Warfare Center, Dahlgren Division, Coastal
Systems Station, Panama City, Florida, intends to award a sole source
purchase order to test two at-sea vehicles requiring two separate high
frequency sonar arrays with identical characteristics for their
hydrophone noise level, acoustic sensitivity and mechanical features to
Sonatech, Inc. The US Navy has already expended over $124,000 in
related work with Sonatech Inc. in this area. The Navy would loose time
and money in trying to develop another technical data package. This
action is not suitable for full and open competition since the majority
of non-recurring engineering cost has already been incurred by
Sonatech, Inc. To ensure and guarantee the continuity of current
technical responsibility, the contents for the Littoral sea mine
demonstration project will be purchased from Sonatech, Inc. Posted
