A -- OPTICAL ELECTRONICS SYSTEM FOR OPTICAL IMAGING OF RETINAL TISSUES SOL W71B7J-9132-C101 DUE 061899 POC Specialist/Buyer: Deborah Robertson, Purchasing Agent, 301/394-1203 Contracting Officer: Beth Smith, 301/394/3371 This requirement is for a scientific study to provide research and development support at Army Research Laboratory(ARL) towards the development and optimization of a prototype system for automatically extracting 3-D information from an image stream captured by a variable focus single camera for optical imaging of retinal tissue. This is intended to be awarded on a sole source basis to Technical Research Institute (TRI), Sterling, VA. An extensive literature search was performed, major international conferences in San Diego, Russia and Spain were attended and a number of universities were visited in the U.S. including Harvard, University of California-Berkeley, and Brown University, etc. This search determined that TRI is the only source that can provide a group of scientists capable of performing this research. These scientists are from Moscow State University, Moscow, Russia. There were no other experts/scientists found in the U.S. that can undertake detailed work without significant training. TRI is a small company with extensive connections in the former Soviet Union and over a decade of experience in dealing with these type of acquisitions.
