National Air Intelligence Center, Directorate of Technical Assessments,
Wright-Patterson AFB, Ohio is contemplating a five year, single-award
contract to provide management, scheduling and production of Design
Specification Validation Reports; Design Validation Reports; Initial
Operation Capability Validation Reports; Operational Validation
Reports; Surrogate Evaluation Reports; digital models of missile,
aircraft, radar, and command, control, communications; computers and
Information (C4I) and Threat Baseline Developments on all foreign
threat systems of the type listed above. It is contemplated that the
contractor will maintain facilities within a 25 mile radius of
Wright-Patterson AFB OH in order to permit rapid and economical
exchange of technical information. Potential sources must provide in
their response to this announcement the following information: (1)
Evidence of previous experience at performing Validation or similar
functions for the government; (2) Evidence of managing, scheduling, and
producing validation reports, and detailed digital models of radar,
missile and C4I simulations, to include hardware, hybrid and software
simulations. (3) previous experience performing free and damped
airframe testing, guidance computer testing, and total system testing;
(4) previous experience demonstrated in the development of digital
threat models using MATLAB/SIMULINK and C++ code; (5) Evidence of the
ability to obtain TOP SECRET/SCI personnel and facility in accordance
with Industrial Security Manual (DoD 5220.22M) by contract award; (6)
Evidence of the ability to perform 51% of all work levied under this
contract. All responses will be evaluated against the criteria listed
in this announcement. Limit responses to 10 pages or less. Foreign
participation on this contract is not authorized. Sources are requested
to submit their responses within 15 days after publication of this
announcement. All respondents shall indicate whether they are large or
small business in relation to SIC Code 8711, size standard $20M. The
government reserves the option to set this acquisition aside for small
business. An Ombudsman has been established for this acquisition. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors, when an offeror prefers not to use
established channels to communicate his/her concerns during the
proposal development phase of this acquisition. Potential offerors
should use established channels to request information, pose questions,
and voice concerns before resorting to use the Ombudsman. Potential
