COMMERCE BUSINESS DAILY ISSUE OF JUNE 4,1999 PSA#2360U.S. Geological Survey, MS 205C, 12201 Sunrise Valley Drive, Reston, VA
20192 B -- REMOTE SENSING SUPPORT OF THE CAPE ROBERTS PROJECT DUE 061199 POC
Diane Peters, fax 703-648-7901 E-MAIL: Contracting Officer,
fpeters@usgs.gov. The U.S. Geological Survey (AUSGS) has a requirement
for Remote Sensing Support of the Cape Roberts Project. THE USGS
ANTICIPATES AWARDING THE PURCHASE ORDER TO ENVIRONMENTAL RESEARCH
INSTITUTE OF MICHIGAN (ERIM), this company's EI's unique blend of
hardware and software elements makes it a leader in the field of
digital image processing and remote sensing. Critical to the Cape
Roberts effort is the need to perform (a) the most accurate geocoding
possible, and (b) preserve the radiometric fidelity of the various
image data in an area which is remote, and where the number of control
points is very limited. To accomplish this, data geocoding using a
solid platform model is required to obtain a precise geographical
location of an image pixel, as well as a mathematically true
restoration algorithm to preserve the radiometric value of the image
pixels to be transformed. Managing the radiometric properties of the
image data is critical to the Cape Roberts Sea Ice Monitoring problem
because of the need to invert the electromagnetic signature data to sea
ice properties in a geographically small area. The introduction of
artifacts due to image processing procedures has the potential to
produce large errors and will impact the interpretation of the Cape
Roberts landfast ice area. The use of EI restoration, platform models,
and mosaicking insures that the data products will be of the highest
geometric and radiometric quality, and with the least amount of
artifacts. THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY; no
formal RFQ will be available. Vendors who manufacture the above item
are invited to provide an affirmative response to this notice. An
affirmative response must include, but not be limited to offered
products, price lists, warranties, and any additional information
indicating a bona fide ability to meet this requirement. All responses
must be received in this office within 10 calendar days from the date
this publication first appears. All responses must be in writing, no
telephone requests will be accepted. Posted 06/02/99 (W-SN337971).
