States Agency for International Development (USAID)'s Mission in Jordan
(USAID/Jordan), an agency of the Government of the United States of
America, invites U.S. Private Voluntary Organizations (PVOs) and U.S.
Non-Governmental Organizations (NGOs) that specialize in water resource
management to submit applications for a Cooperative Agreement under the
Jordan Improved Water Resources Management Strategic Objective to
implement the Water Education & Public Information Activity (WEPIA).
The purpose of the WEPIA is to assist one or more Jordanian NGOs to
improve and expand public education on the water shortage situation in
Jordan, and ways in which individuals and public and private sector
institutions can conserve and more effectively manage scarce water
resources. To achieve this objective, it is anticipated that the
grantee will work in partnership with one or more local NGOs in the
areas of water education, NGO strengthening, media campaigns and
promoting the installation of water saving devices in large
institutions, as well as working with a limited number of local
communities on water-related activities. In addition, educational
outreach programs and media campaigns using social marketing techniques
and interactive teaching methodologies should target youth, women,
religious leaders, journalists and others in the position to influence
public opinion, and the population at large. USAID is seeking high
quality applications meritorious of funding in the Water Resource
Management sector. Subject to the availability of funds, it is
anticipated that one (1) cooperative agreement (CA) will be awarded.
The estimated amount of funds to be made available is 3.8 Million U.S.
dollars for an initial three (3) year agreement. If results exceed
standards provided for in this Request for Assistance (RFA) and
additional work is required, the CA might be extended for an additional
two (2) year period. All questions related to this notice and requests
for a copy of the RFA must be addressed in writing, by letter, fax or
e-mail the acquisition specialist at the address stated above. Specify
the RFA requested, and include your complete firm name, street address,
telephone and fax no. and e-mail address. No telephone requests will be
honored. The RFA is expected to be issued on or about June 7, 1999 with
a closing date for the submission of application about 45 days later
(exact due date to be specified in the RFA). The preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2
