cross-cutting activity which supports the policy-related (policy
analysis, policy dialogue, support for implementation of policy
changes) intermediate results of USAID/RCSA's Strategic Objective No.
2 (Regional Market Integration), Strategic Objective No. 3
(Agriculture/Natural Resources Management), Special Objective "A"
(Transboundary Natural Resources Management), and the analytical agenda
under Special Objective "B" (More Informed Regional Decision-Making).
The RFP is designed to award one five-year Indefinite Quantity Contract
(IQC) under which the contractor shall provide long-term in-country
management/administrative services; short-term technical assistance to
study issues, develop options, recommend processes, determine phasing,
and provide implementation assistance for specific policy issues;
short-term, limited, and focused training; facilitation of national and
regional conferences and workshops to discuss issues and build
consensus; information and database development and dissemination;
network development (including electronic or physical, i.e., forums,
meetings, etc.); short-term technnical assistance to develop policy
dialogue, particularly between the private and public sectors; and
reports and other deliverables, including limited commodity
procurement. The RFP will be issued o/a 15 days from the date of this
notice and proposals will be due approximately 60 days thereafter. The
RFP is available by written request from the address set forth above,
or by downloading from USAID's web site. The preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2
format). This CBD notice can be viewed and downloaded using the USAID
Web Site. The RFP, once issued, can be downloaded from the USAID Web
Site. The Worldwide Web address is http://www.info.usaid.gov. Select
"BUSINESS AND PROCUREMENT" from the home page, then "USAID
PROCUREMENTS." On the following screen, select "DOWNLOAD USAID
SOLICITATIONS." The RFP will be under "REQUEST FOR PROPOSALS." Receipt
of this RFP through the Internet must be confirmed by written
notification to the contact person noted above. It is the
