for Proposal, F08630-99-R-0005, for the System Effectiveness Assessment
Program (SEAP), is contemplated for release within 30 days. A Sources
Sought Synopsis was published in the CBD on 13 Apr 1999. Participation
by foreign sources is prohibited. The RFP will request contractors
submit proposal packages who have qualifications and experiences in one
or more of the following four technology area disciplines: 1) Use of
lethality/vulnerability methodologies to analyze chemical and
biological agent release, internal/external transport and dispersion,
and agent neutralization due to conventional blast/fragmentation, high
temperature, and agent defeat concepts; *2) Use of DoD approved
lethality and vulnerability methodologies to characterize weapon system
performance against foreign ground-fixed targets; 3) *Use of theater
level computer models to conduct force-on-force simulations of
air-delivered attacks on foreign targets; 4) *Use of DoD approved
lethality and vulnerability methodologies to characterize weapon system
performance against foreign ground-mobile, air, and space targets.
Discipline group number two, three and four marked with an *asterisk
have been determined to be set-aside for Small Business, SIC Code 8731,
(1000 people) under FAR 52.219-1. The estimated performance period for
this effort is 5 years commencing Oct 99. We anticipate multiple
contract awards for SEAP with one or more of the above key disciplines
awarded per contract. There will be no duplication of award of the
four key disciplines between contractors. Any contracts awarded will
include the Organizational Conflict of Interest AFMC Clause
5352.209-9002. Our program office does not expect this to impact WEEP
(Weapon Effectiveness Evaluation Program) currently released under
Solicitation F08630-99-R-0004, but it may, and it may affect other
programs. An Ombudsman has been appointed to hear serious concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. Routine or administrative questions should be
directed to the Contracting Officer or Program Manager. A list of the
respondees to the CBD Sources Sought Synopsis for SEAP is available
from the following website: www.eps.gov. The Ombudsman does not
diminish the authority of the program director or Contracting Officer,
but communicates Contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. Potential offerors are invited to contact
