from this solicitation will = include the provision of services
necessary to support real estate = activities and design/construction
activities. Typical projects will require knowledge and experience of
the following: 1.) Asbestos -- surveys, mitigation plans, O&M plans,
training, and remediation oversight, = 2.) Lead-Based Paint -- surveys,
mitigation plans, O&M plans, training, = and remediation oversight, 3.)
Radon -- surveys, mitigation plans, training, and mitigation oversight,
4.) Lead in Drinking Water -- sampling and reporting, 5.) Indoor Air
Quality -- sampling and reporting, 6.) Risk Assessment -- asbestos,
lead, radon, = contaminated sites, 7.) Industrial Hygiene -- asbestos,
lead, UST projects, plan preparation and review, training, employee
briefings, 8.) = Underground and Aboveground Storage Tanks --
management, removal/installation oversight, closure plans, closure
reports, design packages, = tightness testing, site remediation,and
reporting, 9.) Environmental Due Diligence -- Transaction Screen
Questionnaire, Phase I ESA, Phase = II ESA, site characterization, risk
based corrective action, = remediation, real estate disposal survey,
10.) NEPA Compliance -- USPS NEPA Checklist, Environmental Assessments,
Environmental Impact = Statements, public/regulatory meetings, 11.)
Environmental Design, = Construction, and Repair/Alteration -- Green
Buildings, Stormwater, Radon, = Storage Tanks, Beneficial Landscaping,
Floodplains, Wetlands, Asbestos, = Lead, and Polychlorinated
Biphenyl's, 12.) Permitting -- air, NPDES, stormwater, wetlands, site
development, and 13) Environmental Regulatory Requirements -- Clean Air
Act, Historic and Cultural Resource Preservation, Floodplain
Management, Coastal Zone = Management Act, Farmland Protection Policy
Act, Endangered Species Act, Clean Water Act, Safe Drinking Water Act,
Protection of Wetlands, Toxic Substances Control Act, Resource
Conservation and Recovery Act, Federal Facilities Compliance Act,
Comprehensive Environmental Response, Compensation, and Liability Act,
Radon Gas and Indoor = Air Quality Research Act, Emergency Planning
and Community = Right-To-Know Act, Federal Insecticide, Fungicide, and
Rodenticide Act, Noise Control Act, Pollution Prevention Act, Relevant
Executive Orders. = At the discretion of the Contracting Officer, one
or more contracts = may be awarded. Contractors must have a minimum of
two (2) years experience in the type of work listed above. Contractors
must = also possess the capabilities of working at least three to five
jobs at = the same time. Specific Work Order/s will be issued by the
= Contracting Officer in accordance with the Unit Price Schedule and =
Specifications. The base term of the contract will be for one (1) year
with four = (4) possible one-year renewal options, for a total of five
(5) years. Individual work orders will be negotiated for each project.
The contract maximum for individual work orders is $100,000. The =
total amount of work ordered over the five (5) year period cannot
exceed $2,500,000. MBE/WBE participation is encouraged. Offerors will
be required to submit One (1) "Multiplier" to be applied to the =
various labor categories listed in the statement of work. The
Multiplier = must contain the Offeror's overhead, profit, insurance and
all other contingencies. No allowances for such items will be made
after contract award. Packages will be available on or about June 4, =

must list the requesting firm's fax number. OFFERS ARE DUE: July 2,
1999, by 2:00 PM. Since this is a negotiated = Solicitation, there will
not be a public opening for the offers. The number of offers received,
the identity of the offerors, the amount of any = one offer, or
relative standing of the offer will not be disclosed to anyone except
those postal personnel whose official duties require such information
until award of contract is made. The Postal = Service reserves the
