Employment Networks -- The Social Security Administration (SSA) is
attempting to locate vendors with the requisite knowledge and expertise
that are able to provide legal research and consultation with respect
to the formation of Employment Networks (ENs). These ENs will be
responsible for coordination and delivery of services to disability
beneficiaries under the Social Security Act that will assist them in
returning to work. (Refer to the pending legislation known as the Work
Incentives Improvement Act of 1999. Venders may review the draft
legislation on the following internet site:
http://thomas.loc.gov/cgi-bin/query and then access S331. The purpose
of the project is to provide SSA with examples of legal instruments
that would allow the legitimate formation of ENs in each of the 50
States, the District of Columbia, and Puerto Rico. At a minimum, these
legal instruments will include examples of a partnership agreement,
examples of subcontract, and examples of document(s) for incorporation
as an EN. Accompanying these legal instruments will be: (1) complete
and detailed instructions for completion of the documentation and
filing with the appropriate State and/or local governments, as
necessary and (2) methodology for updating the examples on a recurring
basis to account for any changes in State or local requirements.
Interested parties should respond to this notice within 15 calendar
days from the date of publication. Vendors capable of providing (1)
knowledge of the process required to create the legal instruments in
all 50 states, D.C and Puerto Rico; (2) demonstrated ability to draft
the examples of a partnership agreement, subcontract(s), and
incorporation documents; (3) ability to instruct persons not skilled in
legal terminology on how to update the project's legal instruments are
invited to submit complete information about their capabilities. Only
written responses will be accepted and must clearly state the ability
to provide the services. Vendors should indicate if they are a small
business concern or are other than a small business concern. No cost or
pricing data is required or requested. This is not a request for
proposal and the Government does not intend to pay for the information
solicited or received. Acknowledgement of receipt will not be issued,
nor will respondents be notified of the results of the evaluation of
