The Environmental Protection Agency (EPA) is contemplating setting the
"Hazardous Waste Methods Support" procurement aside for small business
participation only. This requirement will support the EPA Office of
Solid Waste (OSW), Economic, Methods and Risk Analysis Division
(EMRAD). The Methods Team is the focal point within OSW for expertise
in analytical chemistry and hazardous waste characteristic testing
methodologies, environmental sampling and monitoring, and quality
assurance/quality control. OSW plays a vital role in implementing the
hazardous waste management and contaminated site cleanup programs under
the Resource Conservation and Recovery Act (RCRA). The Methods Team
provides technical support to other OSW Divisions, EPA Program Offices
and Regions, state regulatory agencies, and the regulated community.
In pursuit of this objective, a draft copy of the contract Statement of
Work (SOW) is provided on the internet at
http://www.epa.gov/oamsrpod/hilliard/emrad/index.htm. Interested
parties are requested to review the draft SOW and submit a brief
qualification statement by 25 June 99 to the following address: U.S.
EPA, 401 M Street SW (3805 R), Washington D.C. 20460 ATTN: Celia M.
Vaughn. The decision whether or not the Government will in fact set
this procurement aside will be based on a review of the qualification
statements. The Government believes there are at least two qualified
small businesses able to submit proposals. The Government's decision
will be published here in the "Procurement Status Information" on or
before 23 July 99. All parties are encouraged to submit qualification
statements demonstrating their capabilities in the seven task areas
specified in the Statement of Work. Potential offerors should also
provide a brief statement addressing the proposed Evaluation Factors,
items 1,2,3,4 and 6 listed below. The Qualification Statements will be
used by the Government solely for purpose of determining whether or
not the procurement will be a small business set aside. No notification
of offerors will be made relative to the Government's assessment of
individual Qualification Statements. The Government does not intend to
award a contract on the basis of this Request for Information (RFI),
nor resulting from this RFI. This RFI does not constitute a Request for
Proposal. Limit your submission to no more than 5 pages. It is
contemplated that any final contract award under this procurement, if
and when made, will be based on the following evaluation factors: 1.
Technical Capability and Approach to the SOW Task Requirements :
demonstrated thorough understanding of the hazardous waste method
development process and ability to successfully perform the tasks
outlined in Section IV of the Statement of Work. 2. Past Performance :
results of responses received from references concerning the offeror's
past performance. 3. Personnel qualifications and Experience :
demonstrated key personnel experience, credentials, and substantial
knowledge within their subject area(s). 4. Program Management --
demonstated by the quality of the offeror's approach to planning,
organizing, administering, managing and coordinating of the tasks and
activities in the SOW. 5. Preparation of Sample Work Plan :
demonstrated understanding of the requirements as evidenced by the
quality of sample work plan submitted by offeror. 6. Corporate
Capability and Equipment : demonstrated corporate capability in
performing similar type work as outlined in the SOW and the
availabiltiy and ability to obtain the necessary equipment for the
scope of work. In addition to the above, offerors submitting proposals
will be required to perform a waste sample analysis test. Posted
