procurement is Unrestricted, SIC 1542. Estimated cost of construction
is between $5,000,000.00 and $10,000,000.00. Completion no later than
912 calendar days. Work consists of the renovation of Dunham United
States Army Health Clinic (2,367 square meters) and construction of a
1,997 square meter addition. Renovation includes replacement of
existing heating ventilation and air conditioning (HVAC) system,
plumbing replacement, new finishes, electrical upgrade, and extension
of the fire protection and alarm and intrusion detection systems. New
work will include the construction of a steel frame structure with
brick veneer with steel stud backup exterior walls. Interior functional
area will include examination and minor surgery rooms nursing stations,
laboratory, x-ray and mammography sections, optometry, outpatient,
minor illness and physical therapy clinics, pharmacy area, management
and administration areas, conference room, staff/lunch break area, and
social work services and drug and alcohol/community counseling service
areas. Supporting facilities include utilities, roads, walks, curbs and
gutters, paving, landscaping, radon remediation, and asbestos removal.
Heating will be provided by connection to the central heating plant.
All responsible sources may submit a bid, which shall be considered by
the agency. Large business firms are required to submit a
subcontracting plan. The subcontracting goals are 65% for small
business, 15% for small disadvantaged business and 8% of women owned
small business. The subcontracting plan does not have to be submitted
at bid opening. In order to comply with the Debt Collection Improvement
Act of 1996, all contractors must be registered in the Central
Contractor Registration (CCR) to be considered for award of a Federal
contract. The initial registration date expired 31 May 1998. For

federal agency can receive SDB credit when utilizing non-certified SDB
contractors/subcontractors. Plan and Specs will be released on CD-ROM
and will include the technical specifications and drawings as well as
