AMENDMENT NO. ONE (1) TO THE COMBINED SYNOPSIS/SOLICITATION/RFQ FOR THE
"REROOFING OF BUILDING N233". Companies shall acknowledge all
amendment(s) in their quote. This notice serves as the official
amendment to subject synopsis/RFQ and a written amendment will not be
issued. The purpose of this amendment is to ANSWER ALL QUESTIONS RAISED
ON THE N233 REROOFING JOB-WALK (5/27/99) AS FOLLOWS: 1. Question: How
many existing roofs are there on the building? Answer: There are two
roofs present under the gravel ballast. 2. Question: How thick is the
existing insulation? Answer: The existing fiberglass insulation is
approximately 2-1/2 inches thick. 3. Question: Does the new roofing
system require tapered insulation? Answer: No. Tapered insulation shall
only be used to form new "crickets" as described in specifications and
drawings. 4. Question: The specification requires insulation boards to
be 4'X 4'. Can we use insulation boards that are 4'X 8'? Answer: Yes,
4'X 8' boards are acceptable. 5. Question: Does the government want a
20 year manufacturer's warranty for the new roof. Answer: No. The
government wants a built-up roof system that would qualify for a 20
year manufacturer's warranty. The roof system shall also conform to all
standards referenced in the specifications. 6. Question: Can we re-use
any of the existing metal flashing? Answer: No. All metal flashing
shall be new as specified. 7. Question: Are we supposed to demo and
re-roof the overhangs surrounding sections 1, 2 an 3. Answer: No. The
existing roofs and metal flashing on these overhangs are to be removed
down to the concrete. No new roofing is to be installed. 8. Question:
Is the existing insulation mopped to the concrete deck? Answer: Yes 9.
Question: Can we mop insulation to existing concrete deck? Answer: Yes
10. Question: Can we install a composite insulation board
(polyisocyanuarate and fiber board)? Answer: No 11. Question: What is
the height of the building? Answer: The height of the lower roofs and
overhangs is approximately 12.5 feet and the height of the wings
(sections 2 and 3) is approximately 19 feet. 12. Question: Do you want
us to seal concrete wall above the new metal wall flashing? Answer:
No. 13. Question: Shall the asbestos contained in the mastic and the
parapet walls be treated as a hazardous material and a friable
material? Answer: YES. AND, All people working on and around the
asbestos shall have had "ASBESTOS AWARENESS TRAINING". You may be asked
for individual certificates of training!! 14. Question: What sort of
fall protection will be required for this project. Is a full-time
monitor sufficient? Will a full-time monitor be allowed for work on the
overhangs? Answer: See CFR 1926.501(b)(l) for you answer. 15. Question:
Is the lower roof adjacent to the western wing (section 3) included in
the project? Answer: Yes. Refer to the drawings, sheet 233-9901-A3.
16. Question: What type of precautions against moisture do we have to
take during the 24 hours after the concrete deck has been primed?
Answer: Referto the manufacuturer's recommendations. 17. Question: Are
we required to glaze coat fiberglass plies to protect against moisture
prior to installation of capsheet? Answer: If contractor does not wish
to glaze un-capped fiberglass plies, the contractor shall cover all
exposed fiberglass plies with a tarp. The due date for receipt of
offers is not extended. Companies shall provide the information stated
in the SYNOPSIS/SOLICITATION/RFQ posted on the NASA Acquisition
Internet Service (NAIS) on MAY 19, 1999. Documents related to this
procurement are available over the Internet and are in Microsoft Office
Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and reside on the
World Wide Web (WWW) server which may be accessed using a WWW browser
