16 -- FY00 HANDGRIP PROCUREMENT PACKAGE DUE 070399 POC Ted Arterberry, Contract Specialist, (256)313-4083, or Peggy A. Jackson, Contracting Officer, (256)313-4061 AH-64 TADS/PNVS Program System proposes to acquire 60 each Right Handgrip and 60 each Left Handgrip from Mason Electric Company, P.O. Box 811, San Fernando, CA 91341-0311, under the authourity and Justification for Other Than Full and Open Competition of 10 U.S.C. 2304(c)(1), only one responsible source or only a limited number of responsible sources and no other suppliers or services will satisfy agency requirements. The TADS/PNVS system, developed and manufactured under sole source contract with Lockheed Martin is unique to the AH-64 Apache. Mason Electronic Company is the sole designer, developer and manufacturer of the handgrips for both the Apache A and D model TADS/PNVS system. Lockheed Martin provided written notification that they did not intend to bid on the previous contract and have not expressed an interest in bidding on any follow-on requirements. Mason Electric Company is the only manufacturer familiar with all the requirements peculiar to the TADS/PNVS handgrips and associated manufacturing process and subsystem design involved. Thus, they alone possess the personnel, facilities and corporate knowledge to produce the required handgrips. There is no technical data package and no solicitation that will be isssued. Interested sources are encouraged to identify themselves in writing to the Contracting Officer. All responsible sources may submit a proposal which shall be considered by this agency.
