Chattahoochee-Oconee National Forest, Gainesville, Georgia, has a
requirement for five off-road utility vehicles to be delivered to
Blairsville, GA. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format at FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the solicitation; quotes are
being requested and a written solicitation will not be issued. The
Request for Quotes (RFQ) issued as RFQ 8-3-99-33 are due June 30, 1999
by COB. The RFQ incorporates revisions and clauses in effect through
Federal Acquisition Circular 97-11. This is an unrestricted
procurement. The standard industrial classification is 3711 and the
small business size standard is 1000 employees. Required features and
specifications include: 4 stroke liquid cooled engine, automatic torque
convertor forward and reverse, hi/low range transfer case, four wheel
drive, ROPS, hard top, windshield, two seat capacity w/seat belts, tilt
cargo bed. (Preliminary market research indicates that the Kawaski Mule
model 2510, 4WD meets our requirements. This is not intended to
indicate a preference for this manufacturer's item but is provided for
offeror's information only). This purchase will be based on best value
to the Government. We will evaluate quotes based on the following
criteria: 1) Specifications and features as described in your
descriptive literature (please submit with your quote); 2) Price. Each
offeror must submit a price breakdown for the required features, and
any additional offered features that exceed our minimum requirements;
3) Warranty; 4) Availability of local service, and 5) delivery time.
Evaluation criteria are listed in order of importance. A best value
analysis will be completed by reviewing the offerors list of standard
features, required additional features, and extra features (if any)
that are included in their unit price. We expect to award using best
value for this requirement, therefore we may evaluate and award based
on additional features offered but not required as part of the
specification. The price for each offer will be evaluated on the
required features and any additional features priced separately as
