NASA/JSC WSTF plans to issue a Request for Quotation (RFQ) for Westbay Instruments, Inc., multiport monitoring well materials consisting of: MP38 5- and 10-foot casings, MP 38 regular couplings, and MP38 stiffened packer, high pressure valves. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC WSTF intends to purchase the items from Westbay Instruments, Inc., per a justification pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. No other well system can be introduced which can ensure adherence with New Mexico Environmental Department (NMED) and Environmental Protection Agency (EPA) monitoring requirements and mandated well installation deadlines. It is a unique and proprietary design. A Westbay service agreement is currently in place that supports the performance of well sampling equipment used to sample Westbay monitor wells at WSTF. Specialized equipment, at a substantial capital investment, is required to obtain groundwter samples and piezometric pressure profile determinations. This precludes the use of a different sytem. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
