The Air Force Flight Test Center, Edwards AFB CA, is seeking sources for an anticipated purchase of a stand-alone dual channel, FAA, ATC certified air traffic control monopulse radar beacon, including complete installation of the radar system to include radar interrogator equipment, shelter with 100 square feet of unused space, 25 feet antenna tower and antenna. The installation should be turn-key with government personnel doing the acceptance test. The installation will be in a remote location in the area of the Nelson Mountain Range between the Saline and Panamint Valley, approximately 150 miles northeast of Edwards AFB. The Government will be responsible for utilities, access road and site preparations, grounding, lightning protection and foundation/footings. The ATC Beacon-Only radar system specifications/requirements are: Stand-Alone Air Traffic Con trol Monopulse Radar Beacon system shall comply with ATCRBS ground equipment requirements of FAA Order 1010.51A Standards for Modes 2, 3A, and C. Shall also achieve MSSR requirements for probability of detection, accuracy and resolution defined in the same Order. The vendor must have similar systems fielded and operational as a Certified Air Traffic Control (ATC) Beacon System. The specifications include Monopulse Technology with the following coverage: Altitude -- 60,000 ft.; Range -- 120NM; Azimuth 360 deg; Update Rate -- 2.5 seconds maximum; PRF 200-375, interlace mode dependent; Process ATCRBS replies; Accuracy -- Range 190ft. and Azimuth .1deg; Main/Standby configuration, with remote monitoring and switching capability; Mode S compatible (upgradable to Mode S); Message Formats -- CD-2, Asterix; Performance: MTBCF -- 5,000 hrs, Availability 99.8%; Built in fault isolation and test capability; Detection Probability 97%; Segment blanking capability for up to 8 sectors. The specifications for the Receiver are: Frequency/bandwidth -- 1090 MHz +/- 0.5 MHz at 3db; Sensitivity -- 90 dbm tangential; 3db Bandwidth -- 8 MHz; Sensitivity/Gain Time Control and RSLS. The Transmitter specif ications are: Frequency -- 1030 MHz +/- .01 MHz; Power -- 31dbw; Modes -- 1,2,3A and 3C (Interlaced), Mode S compatible; ISLS. The Antenna specifications are: Monopulse Capable; Rotation -- Capable of 30RPM; Gain -- 20 dbi; Vertical Pattern -- Sharp lower beam cutoff, approximate CSC squared; Horizontal Beamwidth -- 4.5 Deg; Wind Load -- 85 knots w/1/2in radical ice, 120 knots no ice; Tilt Range -- +/- 5 deg. The specifications for the Shelter are: Prefabricated, 300 sq ft., footings and underground Government furnished; 30lb/sq ft snow load; 80mph wind load; AC sized to maintain 70 deg F in site climatic conditions. The Standby Power Plant will be: Sizing -- Sized to electronics system, antenna, and shelter load, plus 100% expansion capability. Propane. Stand alone shelter; remote control, readback, and remote monitoring; automatic start, continuous commercial power monitoring; Cold start -- within 20 sec. Fuel tank sized for 50 hrs. continuous operation without refueling.
