E-MAIL: Contracting Officer, SSA/OAG, RITA.CARTER@ssa.gov. A. -- INTRODUCTION: The Social Security Administration (SSA) is soliciting quotations on the Federal Retirement Software described below. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a request for quotation (RFQ) Number SSA-RFQ-99-1339. This announcement constitutes the only request for quote (RFQ); a written RFQ will not be issued. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. Offerors should be alert for any extension of proposal dates. Proposals submitted in response to this RFQ shall be submitted by June 14, 1999, 3:00p.m. Eastern Time addressed to Social Security Administration, Office of Acquisition and Grants, Attn: Rita Carter, 1710 Gwynn Oak Avenue, Baltimore, MD 21207; telephone 410-965-8789. This is an unrestricted solicitation; Offerors shall quote on ALL OR NONE of the items identified in this RFQ. REQUIREMENTS: SSA requires COTS automated Federal retirement and benefits calculator system that will operate in a Windows NT environment. This is a brand name or equal specification. The following products produced by Economic Systems, Inc. have been determined to meet SSA's requirements: FRB for Employees, FRB calculator, Automated FRB Retirement Forms and Update for FRB Retirement Forms. The software must produce, at the least, accurate estimates of retirement benefits, Thrift Savings projections, costs associated with continued Federal Employees Group Life Insurance coverage, and Social Security benefit projections. All software must be currently operating in a Windows NT environment and utilize Forms Flow forms. Additionally, the product must permit our Human Resources personnel to be able to complete on-line the appropriate forms required for retirement, other separations, enrollment in group life insurance, and the like. The product must meet the specifications of Forms Flow, as this is the established SSA standard. The forms must be customized and must operate in an electronic database. Also required is a version of a retirement and benefits calculator that is designed for employee use and can be mounted on the SSA Intranet for instant access by employees. It must provide adequate assistance through a "Help Page" that employees can arrive at complete and correct estimates. All products must meet the specifications proclaimed by the Office of personnel Management. Also, all products must be constantly monitored and updated as changes in benefits laws and regulations occur. Additional Information: 1. Calculator (HR and employee versions) must be able to prepare accurate estimates under both CSRS and FERS. 2. Calculator must be able to provide estimated amounts due for deposit, redeposit, and military deposits. Benefit projections must reflect impact of payment or non-payment of these amounts. 3.Calculator (HR and employee versions) must be able to provide benefit data for special coverage groups, i.e. -- law enforcement officers. 4.Calculator (HR and employee) must be able to accommodate part-time schedules. 5. Calculator (HR and employee versions) must be able to project Federal pensions estimates, Thrift Savings Plans estimates, and Social Security estimates. 6.Calculator (HR and employee versions) should show impact of inflation on projected receipt of benefits. 7. Calculator must be able to project severance pay. PROPOSAL SUBMISSION REQUIREMENTS: Quotations must reference SSA RFQ-99-1339 and be submitted via e-mail to rita.carter@ssa.gov, fax 410-965-9560 or regular mail (including hand delivered) addressed as follows: Social Security Administration, Office of Acquisition and Grants, Attention: Rita Carter, 1710 Gwynn Oak Avenue, Baltimore, Maryland 21207 by June 14, 1999 at 3:00p.m. Eastern Standard Time. Quotations should have descriptive literature sufficient for SSA to determine acceptability. SSA is seeking a site license for 50,000 employees. The software will reside at SSA headquarters in Baltimore, MD plus up to fifteen (15) additional SSA sites nationwide. Quotations must include reference(s) where the quoted software is functioning in a Windows NT environment.Delivery addresses will be provided upon award; however, it should be noted that the delivery addresses will be nationwide and will be FOB Destination. EVALUATION FACTORS: Provisions at FAR Part 52.121-2, Evaluation -- Commercial Items apply to this RFQ. The Government will award an order resulting from this RFQ to the responsible offeror whose quotation conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order: Past performance (provide references of performance in a Windows NT environment), ease of use and Price. The primary factor in award selection will be past performance with ease of use and price being the secondary factors. No award will be made to the offeror that does not meet the technical requirements of the brand name. The provisions at FAR Part 52.212-1, FAR Part 52.212-4 and FAR Part 52.212-5 apply.
