99 -- WOVEN ALUMINUM FABRIC SOL 9-BJ23-18-09-08Q DUE 062199 POC Marie D. Kliment, Contracting Officer, Phone (281) 483-4168, Fax (281) 483-4173, Email marie.d.kliment1@jsc.nasa.gov WEB: Click here for the latest information about this notice, http://nais.nasa.gov/EPS/JSC/date.html#9-BJ23-18-09-08Q. E-MAIL: Marie D. Kliment, marie.d.kliment1@jsc.nasa.gov. NASA/JSC plans to issue a Request for Quotation (RFQ) for the purchase of 10 21" x 21" samples of woven fabric from aluminum 1199 wire. Fabric consists of woven sheets of 0.25" x 0.007" thick strips spaced to leave an approximate 0.010" gap between strips in the width direction, and 0.070" x 0.007" thick strips, space to leave an approximate 0.010" gap between strips in the lengthwise direction. This product is one of the main components of a flexible radiator design, and other components and fabrication processes have been designed to match the needs of this material. The fabric will consist of interwoven strips of aluminum design to afford sufficient flexibility while satisfying specific heat transfer and mass requirements required by the overall design. Technical questions may be referred to Michael K. Ewert in the Johnson Space Center's Crew and Thermal Systems Division. Mr. Ewert can be reached at (281) 483-9134. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase this flexible aluminum fabric material from Prodesco Corporation, Perkasie, PA. Prodesco Corporation is the only supplier that NASA has been able to identify in over a 3-month peirod whose product fit the application exactly. A significant amount of engineering time has gone into the selection and custom design of this product, in order to overcome inherent fabrication limitations particular to this vendor. To repeat this process with a different vendor would be cost and schedule prohibitive to NASA. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
