A -- EXTENSION OF CONTRACT 68-C4-0031 SOL 68-C4-0031 DUE 061899 POC Billy J. The EPA has in effect contract 68-C4-0031 with Dynamac Corporation, 2275 Research Blvd., Rockville, MD 20850-3268. The purpose of the stated contract is to provide contractor technical support to R.S. Kerr Environmental Research Center Technical Assistance and Technology Transfer Program in the following areas: 1) Remediation and waste management activities; 2) Hydrogeological and geophysical sampling, and analytical support; 3) Subsurface remediation technology treatability studies and field performance evaluations; 4) Technical information transfer; and 5) Technical support relative to ecosystem restoration activities, including sampling and technical information review and analysis. The Agency has initiated a follow-on Request for Proposals (RFP) PR-CI-99-13292 which will provide similar services with the award projected for 10/15/99. The Agency intends to negotiate an extension to 68-C4-0031 through 10/31/99 in order to ensure continued contractor support until the follow-on contract is awarded;specifically, this will allow for continued effort under the following work assignments, which entail response-type actions, and cannot be deemed to be complete by 06/30/99. Up to 50% of the work performed under these work assignments requires quick contractor response, ranging from 5-20 work days. Work assignment performance entails response to: (1) Regional support requests at any Resource Conservation and Recovery Act (RCRA) site concerned with subsurface remediation technology selection and implementation; (2) Regional support requests at any National Priority List (NPL) sites concerned with subsurface remediation technology selection and implementation; and (3) EPA Headquarters and Regions, other Federal and State support requests involving technology transfer activity pertaining to contaminant transport and fate in the subsurface. In areas (1) and (2) the following specific types of contractor support are provided: Site Assessment, which includes on site field measurements, laboratory support, and collection of contaminated soil/ground water samples for use in treatability studies; review of site investigation / treatability study reports and work plans; and review of techniques and methods used in subsurface remediation technology selection. In area (3) the following specific types of contractor support are provided: Information searches -- conducting narrowly focused searches directed toward locating and compiling information pertaining to specific subsurface environmental problem areas; Information summations -- preparing summary papers and information packages pertaining to subsurface transport, fate and remediation; Technical presentations -- providing speakers to make specific area-of-expertise technical presentations relative to transport, fate, and remediation of contaminants in the subsurface environment; and Technical review -- providing area-of-expertise technical review comments pertaining to generic documents concerning transport, fate and remediation of contaminants in the subsurface environment. The various contractor approaches for each of these requirements is applied on a site by site, or technology by technology basis as specified in technical directives issued under the pertinent work assignment. This notice is not a request for proposals. Sources wishing to be considered must submit documentation to the office identified above to establish: 1 -- that the firm has available the requisite personnel to perform the work assignments identified above; 2 -- that the firm has had sufficient experience performing similar work for EPA, and 3 -- that the firm has a management plan in place which will ensure commencement of service by 07/01/99.
