The Defense Threat Reduction Agency (DTRA) proposes a one year contract, to commence o/a 1 AUG 1999, to Titan Corporation, Research & Technology Division, without using full and open competition, for an effort entitled "Hazard Prediction and Assessment Capability (HPAC) Smoke and Obscurants Source Term Module Development." Under this effort, Titan will develop an operational tool for use in planning and executing smoke and obscurant employment on the battlefield. This tool will be integrated into the DTRA HPAC or other software systems modeling smoke operations. Titan offers the most efficient mix of subject matter experts, scientists, software engineers, and programmers to do this work. Titan is the developer of the code Second-order-Closure Integrated PUFF (SCIPUFF) and has been for approximately 20 years. Titan is also building SETS (Smoke Employment Training System) for the US Army Chemical School and it will be used as a training application. Since the goal of this effort is to integrate code from the US Army's smoke model, SETS, with the DTRA model SCIPUFF, Titan is the only contractor which can perform the work. See Note 22.
