seeking sources to mold design and fabrication and molding of
reinforced-thermoset plastic materials for the development of a
composite plastic tail fin for the M931, 120mm Mortar Practice
Cartridge. The government will supply the part drawings for the current
aluminum fin for reference only (P/N 12957022, Tail Fin which also must
meet the requirements of Drawing 12957023, M34 Tail Assembly, and mate
with the Tail Boom, P/N 12957021). The composite plastic fin will be
designed to have dimensions similar to those of the current aluminum
part, but will incorporate a fin cant angle of 1.5 degrees in order to
impart spin to the projectile. The fin will be designed to mate with
the current aluminum tail boom. Interested contractors may respond via

The contractor will design a fin mold and fabricate a one cavity mold
and then conduct molding trials. After the contractor determines the
best materials and molding conditions, thirty tail fins of long-fiber
reinforced thermoset materials will be produced and delivered to the
government for testing. The government technical COR must concur on the
design and thermoset materials prior to mold construction and be
allowed to witness the molding of the deliverable parts. The COR will
notify after government testing whether to proceed and mold an
additional 370 thermoset fins. The contractor will supply part and mold
drawings reinforced thermoset plastic material specifications, and
detailed molding conditions that were used during the program as well
as projected production part and assembly costs. Contractor must
demonstrate a history of molding similar parts of that size and
demonstrate 2:1 in kind cost sharing. Period of Performance is 13
