THIS IS NOT A SOLICITATION. The FHWA plans to negotiate a cooperative
agreement with the California Department of Motor Vehicles (CDMV) to
conduct a study to determine the feasibility of using an automated
fingerprint identification system to accurately identify commercial
driver_s license applicants. CDMV is uniquely qualified to undertake
this study as it has been a national leader in biometric identifiers,
it already requires that the driver_s fingerprint by placed on the
license, it already has experience in capturing fingerprints, and it
has unique access to current proposals and technologies as the chair of
the American Association of Motor Vehicle Administrator_s Biometric
Working Groups charged with defning functional requirements for
competing biometric technologies. This notice is not intended to
