The purpose of this project is to develop timber harvest proposals for the Willy Slide project area, document alternatives and assess the environmental impacts of the alternatives in an Environmental Assessment (EA) for the Glendale Resource Area, Medford District, Bureau of Land Management (BLM). An EA is smaller in scope and is not as extensive as an Environmental Impact Assessment (EIS). The contractor will develop timber harvest proposals which are economically and technically feasible, and which meet environmental guidelines and regulations. The EA should be accomplished by an interdisciplinary team of resource specialists who are professionally qualified to develop sound proposals and evaluate the environmental impacts of logging and road management practices. The makeup of the analysis team should cover the following resource skills: logging systems, forest hydrology/soils, wildlife, silviculture, and civil engineering. Locations of proposed boundaries for timber harvest areas will be designatedon the ground using plastic flagging and will be mapped with adequate detail to allow BLM to subsequently implement a proposal. The Willy Slide project area is located approximately 22 miles west of the town of Glendale, Oregon, in Douglas County. The project area is about 11,000 acres. The land ownership pattern has intermingled BLM and private timber company lands; the BLM administers 2,900 acres (26 percent) in the project area. There are approximately 1,000 acres outside all reserves, which are available for planning timber harvest; the timber harvest proposals will focus on those 1,000 acres. This contract includes an option that allows for increased quantities not to exceed fifty percent (50%) of the total contract price. As the number of solicitation packages for this procurement is limited, they will be made available to parties having a legitimate interest on a first-come, first-served basis (FAR 5.102(a)).
