C -- FIXED-PRICE ARCHITECT-ENGINEER CONTRACT FOR DESIGN OF FY00 AND FY01 TACTICAL EQUIPMENT SHOPS AT FORT SILL, OKLAHOMA SOL DACA56-99-R-0022 DUE 070999 POC Jack Schaefer, Contracting Division, 918/669-7041 1. CONTRACT INFORMATION: A firm fixed-price contract will be negotiated for Architect-Engineer Services to design a FY01 Tactical Equipment Shop, design a potential congressional-add FY00 Tactical Equipment Shop (option), and provide construction phase services (option) for both the FY01 and potential FY00 projects. There are existing designs similar to the required designs, and the majority of the design work can be a site-adaptation. Required design services consist of all work related to the preparation of plans, specifications, construction cost estimates, surveys, studies, and permit applications. Construction phase services may be awarded as an option and include answering of Requests for Information (RFIs), shop drawing and submittal review, design modifications, operation and maintenance manuals, and as-built drawing preparation. This is not a request for a proposal and there is no bid package. Contractors will be selected for negotiations based on their qualifications submitted in accordance with this announcement. This procurement is unrestricted. The anticipated contract award date is August 1999. All responders are advised that this requirement may be canceled or revised at any time during the solicitation, evaluation, selection, and negotiation. Final award date may vary and final completion date may vary. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submittal. For your information, the subcontracting goals for Tulsa District are 65% for small business, 10% for small disadvantaged business, and 5% for women-owned business. 2. PROJECT INFORMATION: The FY01 project consists of demolition of an existing building, construction of two Vehicle Maintenance Shops (8 bays and an administration facility per shop) occupying approximately 73,000 SF, Deployment Storage Buildings occupying approximately 14,000 SF, shop hardstands occupying 26,800 SY, and organizational vehicle parking occupying 92,000 SY. Supporting facilities include utilities, lighting, and site improvements. Estimated construction cost for the FY01 Tactical Equipment Shop is between $10M and $15M. The potential FY00 project consists of construction of the Vehicle Maintenance Shop (8 bays and an administration facility) occupying approximately 36,500 SF, Deployment Storage Building occupying approximately 7,000 SF, shop hardstands occupying 13,400 SY, and organizational vehicle parking occupying 46,000 SY. Supporting facilities include utilities, lighting, and site improvements including an optional design item of a large earth embankment to serve as a retention structure. Estimated construction cost for the FY00 Tactical Equipment Shop is between $5M and $10M. Metric scale is required on construction drawings. Selected A-E will be required to produce CADD drawings compatible with MicroStation software (5.0 or higher) of Bentley Systems, access a Computerized Automated Review Management System (ARMS) via modem, and produce cost estimates using M-CACES Gold. 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria in descending order of importance are: A. Past performance on DOD and other contracts with respect to cost control, quality of work, compliance with performance schedules, history of working relationships with consultants, and overall cooperativeness and responsiveness. B. Specialized recent experience and technical competence of the A-E firm and/or consultants in (1) the design of similar tactical vehicle equipment facilities, (2) designing within cost limitations, (3) design quality management procedures -- coordination between disciplines and subcontractors, and (4) knowledge of the locality. Comparable experience of the firm and consultants on projects completed within the last five years will be given the greatest weight. C. Qualified registered professional personnel with experience in the following engineering disciplines: project management, architecture, electrical, mechanical, fire protection, civil, structural, cost estimating, geotechnical and surveying. Particular focus will be on the qualifications of the personnel with relevant experience on similar projects. D. Knowledge of probable site locality and conditions, materials and supplies availability, and applicable regulatory requirements. E. Sufficient capacity to complete the design by Feb 2000. F. Volume of DOD contract awards in the past 12 months as described in Note 24. 4. SUBMITTAL REQUIREMENTS: See Note 24 for general submittal requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 255 (and a SF254 for the prime firm and all consultants) to the above address no later than 4:30 p.m. on 09 July 1999. Solicitation packages are not provided. This is not a request for proposal. The SF 255 should specifically address the requirements of this announcement. Responding firms are requested to clearly identify those tasks tobe performed in-house and at what office, and those tasks to be subcontracted and at what office. Responding firms are requested to provide the names and telephone numbers of clients as references in their three most recent similar facility designs from Block 10. Also in Block 10 of the SF255 describe the firm's project-specific design quality control plan, including coordination with subcontractors.
