procurement is being made under the Small Business Competitive
Demonstration Program under Standard Industrial Classification Code
8711 and Product and Service Code C122, and is open to all business
concerns. The Federal Highway Administration (FHWA), Eastern Federal
Lands Highway Division (EFLHD) anticipates awarding an Indefinite
Delivery, Indefinite Quantity Contract (IDIQC) to provide review of
contractors' CPM Project Schedule (CPM-PS) for highway and bridge
construction projects. The IDIQC will be awarded for CPM-PS services
for projects within the jurisdiction of the EFLHD. The contract will be
awarded with an initial duration of 2 years, with the Government option
to extend the contract for an additional three years.
Architect-Engineer procedures will be used to select a firm, which must
be capable of providing the required CPM-PS services, either totally or
in conjunction with subcontractors. All work must be performed or
approved by registered Professional Engineers. The Government will
issue individual Delivery Orders to cover the services required for a
specific project when identified. The Delivery Orders will include
individual quantities for review of the construction contractor's
initial CPM-PS; review of monthly CPM-PS updates as determined
necessary by the Government; and review of significant modifications to
the CPM-PS. The minimum guaranteed contract amount is $3,000 and the
maximum contract amount is $1,000,000. The firm will be selected based
on data contained in the Standard Form (SF) 255's and SF-254's.
Selection will be based on the following criteria:(1) Firm's
professional qualifications necessary for satisfactory performance of
CPM-PS review services; (2) Specialized experience and technical
competence in CPM-PS reviews; (3) Capacity to accomplish the work in
the required time; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules. Include any awards
received within the last 5 years along with references that include
Point of Contact and phone number; and (5) Location of the firm's
office in relationship to a 100 mile radius of Sterling, Virginia. Note
that criteria (1) through (5) are of equal importance. No solicitation
package is available. Interested firms having the capabilities for
this work are invited to submit one (1) completed SF 254 and 255,
revised edition dated November 1992, for the prime and one (1) SF 254
for each subcontractor/consultant. Part 10 of the SF 255 may be
expanded, if necessary, to address the selection criteria fully. Firms
desiring to be placed or updated in our A-E data file should submit a
separate unbound copy of the SF 254. No additional material other than
a transmittal letter should be attached. Brochures and promotional
material will be discarded. Submittals due on July 9, 1999 at 3:00 pm,
local time, at the Federal Highway Administration address listed

label the submission with references to HPC-15, DTFH71-99-R-00007, and
CPM-PS Services in a prominent location on the submission. Although
this solicitation is open to all firms, the following is provided for
minority, women, and disadvantaged business enterprises only: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned, and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
