The Bureau of Land Management (BLM) proposes to negotiate a one-year
contract with options for four additional years to obtain
multi-disciplinary architect-engineer analysis, design and contract
administration services incident to construction, maintenance and/or
rehabilitation of facilities on BLM lands in Oregon and Washington on
an as-needed basis. COMMENTS ARE SOUGHT ON THE PROPOSED EVALUATION
CRITERIA PRIOR TO FINALIZATION. The scope of services will be primarily
related to the preparation of reports and/or documents for (1) advanced
project planning, (2) preparation of drawings, specifications, bidding
schedules and cost estimates, and (3) construction management
services. The total fee is not expected to exceed $1,500,000 over the
proposed 5-year contract period. Individual task orders will not exceed
$200,000. TWO AWARDS ARE ANTICIPATED. TASK ORDERS WILL BE AWARDED BASED
ON PAST PERFORMANCE, PROXIMITY TO THE WORK SITE OR BLM DISTRICT OFFICE,
ABILITY TO COMPLETE THE WORK ON TIME, AND EXPERTISE. Offers will be
evaluated by a selection committee based on the following proposed
evaluation criteria: (1) specialized experience with the type of
services required; (2) the capacity of the firm to perform varying work
requirements; (3) past record of performance on similar work performed
for the BLM, other federal, state and/or local government agencies,
and private agencies with respect to control of costs, quality of work,
and ability to meet schedules; (4) capabilities for the work including
architectural, structural, civil, mechanical, electrical, landscape,
environmental, asbestos abatement, interior, interpretive,
geotechnical, estimating, specification writing, drafting, materials
testing and construction inspection; (5) PROXIMITY OF THE PRIME A-E
CONTRACTOR TO SALEM, OREGON, PROVIDING MAXIMUM CREDIT TO ALL FIRMS
WHICH, TOGETHER WITH ITS CONSULTANTS WITHIN A 60-MILE RADIUS OF SALEM,
PROVIDE THE FULL RANGE OF REQUIRED SERVICES; (6) THE MAKE-UP OF THE
CONSULTANT NETWORK, WITH CONSULTANTS IN COOS BAY, BEND, MEDFORD, AND
ROSEBURG, OREGON; SPOKANE AND WENATCHEE, WASHINGTON; AND BOISE, IDAHO.
GREATER CREDIT WILL BE AWARDED ACCORDING TO THE BREADTH OF CONSULTANTS
EXPERTISE, AND NUMBER OF LISTED CITIES LISTED HEREIN WITH A CONSULTANT
PRESENCE. MORE CREDIT WILL BE GIVEN WHEN INDIVIDUAL CONSULTANTS IN THE
INDIVIDUAL CITIES ARE CAPABLE OF PROVIDING THE FULL RANGE OF SERVICES.
