Contracting Officer (210) 536-2360 The Air Force Center for
Environmental Excellence (HQ AFCEE), Brooks AFB, San Antonio, TX, is
seeking qualified firms to provide total Construction Management and
Inspection Services (Title II Services). The anticipated work may
include commercial, industrial and military family housing facilities.
The selected firm will be expected to work closely with AFCEE and
installation project managers. Project locations may include; but are
not limited to: Air Force installations within the United States, the
Pacific Rim and Europe. Consideration will be given to prime firms,
joint ventures, and partnerships, and their subcontractors or
consultants who have the resources and capability to provide full
Construction Management and Inspection Services. The anticipated work
may include; but is not limited to the following: complete full-time
on-site management and inspection service which will include the
processing of correspondence, requests for information (RFI's),
maintenance of daily construction diaries, defects and omissions list,
and inspection reports; review of submittals; reviewing/recommending
approval of contractor payment requests, construction schedules and
contract changes; performance cost controls and reporting; complete
testing laboratory services; reviewing/recommending approval of
operations and maintenance manuals, and preparation of as-built
drawings; scheduling and conducting periodic coordination meetings with
the design Architect-Engineer (A-E), construction contractor, and other
agencies, firms or individuals involved with the project, and ensuring
coordination work between contractors in completing the projects. In
addition, personnel must have the ability to utilize current PC-based
software capable of reading and writing to the construction
contractor's CPM schedule, monitor construction progress and schedule
impacts, and provide professional assistance and recommendations on any
claims filed by the construction contractor. Firm must have
full-service home office capability to provide alltechnical, management
and clerical requirements to support field operations. The total of all
delivery orders per year will not exceed $3,000,000.00. Except for the
initial delivery order, all subsequent orders will not exceed
$1,000,000.00. The selected A-E firm is guaranteed a minimum amount of
$15,000.00 during the life of the contract. The term of the contract
shall be for one (1) year with priced options for four (4) subsequent
years. Firms that meet the requirements described in this announcement
are invited to submit a letter of interest and complete Standard Forms
254/255 to represent the team. Submission of office brochures is
encouraged only to the extent that they substantiate work described on
the Standard Forms 254/255. Selection of firms for the "Short List"
shall be through an order of preference based on demonstrated
competence and qualifications necessary for the satisfactory
performance of the type of professional services required, that
include: (1) Recent specialized experience and technical competence in
performing construction management, inspection and associated
services; (2) Professional qualifications of the staff and consultants
that would perform the actual project work; (3) Capacity of the team
to handle multiple projects concurrently; (4) Past performance history
on both DoD and other contracts in terms of quality of work and
meeting internal contract milestones; (5) Geographic location of firm
througout service area; (6) Volume of work previously awarded to the
firm with the objective of effecting an equitable distribution of DoD
contracts among qualified firms. Volume of DoD fees in the last 12
months shall be included in the submittal. This is a negotiated
procurement that will result in award of a firm-fixed price, indefinite
delivery-indefinite quantity (IDIQ) contract. Responses must be
received before 2:00 P.M. CST 30 calendar days from date of publication
(first workday following a weekend or Federal Holiday) to be considered
for selection. All submittals must clearly indicate the solicitation
