Treasury, Departmental Offices, Procurement Services Division, Room
1310G, Suite 400E, 1500 Pennsylvania Avenue NW, Washington, DC 20220,
is issuing this combined synopsis/solicitation for commercial items
prepared in accordance with Federal Acquisition Regulation 12.6, as
supplemented with additional information included in this notice, for
performing a physical inventory. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Request for Proposal number is A-99-0014. The
incorporated clauses are those in effect through Federal Acquisition
Circular 11. This solicitation is open to any responsible and
responsive vendor. The SIC is 7389 and the small business standard is
$5 Million The solicitation is for performing a physical inventory of
all personal property, excluding all IT equipment. Accountable property
consists of approximately 55,000 items dispersed at the following
locations: The Department of the Treasury, located at 1500 Pennsylvania
Ave, Treasury Annex located at Pennsylvania and Madison Place, 1310 G
Street, 1425 New York Avenue, 1401 New York Avenue, 1440 New York
Avenue, 1730 K Street, located in Washington DC, and 12015 Lee Jackson
Highway, located in Fairfax, VA. The inventory shall be performed
between the hours of 9:00 AM and 5:30 PM, Monday thru Friday, excluding
Federal Government holidays. The contractor shall be proficient in the
use of "ACCESS", Inventory Tracking Equipment and Software. The
Government will provide administrative space and equipment necessary to
preform a physical inventory. Performance period is from date of award
through 09/30/99. The contract will be awarded using "best value"
methodology. Technical capabilities are more important than past
performance and price. Past performance is slightly more important than
price. The proposals will be evaluated using the following criteria: 1)
Technical Capabilities: Provide a statement that shows an understanding
of the requirement and how this requirement will be managed, 2) Past
Performance: Provide three references. Include company name, contract
number, point of contact and telephone number(s), and 3) Price. The
following FAR Clauses are applicable to this solicitation: 52.212-1,
Instruction to Offerors -- Commercial; 52.212-2, Evaluation --
Commercial Items; 52.212-3, Offeror Representations and Certification
-- Commercial Items. Submit three copies of your technical and price
proposals to the Department of the Treasury, Procurement Services
