responsible sources and obtain information in regard to privatization
of utility systems in accordance with 10 USC 2688, "Utility Systems:
Conveyance Authority." Public Works Center Norfolk (PWC) is seeking
interest and information specifically for the privatization of the
water and wastewater utility systems. The resulting privatization will
include assumption of ownership, operation, and maintenance, and an
obligation to continue the service for an indefinite and ongoing
period. Should privatization result, the ownership of the utility
systems, including all operating responsibility shall transfer to a
regional or municipal utility or to a private company. All
responsibility for maintaining reliable service, including such items
as environmental compliance, maintenance costs, major system
renovations, construction, equipment, manpower, and overhead costs
shall become the utility provider's responsibility. It is intended that
privatization will reduce the Navy's life cycle costs. The following is
provided only to give an approximation of the size and general
description of the systems. Any numbers may only be estimates for this
purpose. Water Systems: Naval Station Norfolk (Norfolk, VA): Water is
purchased from the City of Norfolk. The distribution system consists
of approximately 105 miles of pipe, six storage tanks with a combined
capacity of 4.7 million gallons, and five pump stations. Lafayette
River Annex (Norfolk, VA): Water is purchased from the City of Norfolk.
The distribution system consists of approximately 0.5 mile of pipe.
FCTC Dam Neck (Virginia Beach, VA): Water is purchased from the City of
Norfolk. The distribution system consists of approximately 8.5 miles of
pipe, a 250,000-gallon elevated storage tank, and three pump stations.
NAS Oceana (Virginia Beach, VA): Water is purchased from the City of
Norfolk. The distribution system consists of approximately 31.5 miles
of pipe, three storage tanks with a combined capacity of 1.6 million
gallons, and one pump station. NAB Little Creek (Virginia Beach, VA):
Water is purchased from the City of Norfolk. The distribution system
consists of approximately 40 miles of pipe, five storage tanks with a
combined capacity of 3.3 million gallons, and one pump station. SPECWAR
Boat Launch Facility (Virginia Beach, VA): Water is purchased from the
City of Norfolk. The distribution system consists of approximately 1.3
miles of pipe. Camp Pendelton (Virginia Beach, VA): Water is purchased
from the City of Norfolk. The distribution system consists of
approximately 1.0 mile of pipe. Wadsworth Housing (Virginia Beach, VA):
Water is purchased from the City of Norfolk. The distribution system
consists of approximately 3.0 miles of pipe, a 300,000 gallon elevated
storage tank, and one pump station. Norfolk Naval Shipyard
(Portsmouth, VA): Water is purchased from the City of Portsmouth. The
distribution system consists of approximately 19 miles of pipe, five
storage tanks with a combined capacity of 5.0 million gallons, and one
pump station. A saltwater distribution system also exists and is used
for fire protection and industrial processes. The system consists of
approximately 7.8 miles of pipe and one pump station. Portsmouth Naval
Hospital (Portsmouth, VA): Water is purchased from the City of
Portsmouth. The distribution system consists of approximately 4.8 miles
of pipe, a 2.0 million-gallon reservoir, and one pump station. St.
Helena Annex (Portsmouth, VA): Water is purchased from the City of
Portsmouth. The distribution system consists of approximately 1.0 mile
of pipe. New Gosport Housing (Portsmouth, VA): Water is purchased from
the City of Portsmouth. The distribution system consists of
approximately 4.5 miles of pipe. Stanley Court Housing (Portsmouth,
VA): Water is purchased from the City of Portsmouth. The distribution
system consists of approximately 1.0 mile of pipe. NALF Fentress
(Chesapeake, VA): Groundwater is provided by two deep wells and is
treated at a Navy owned 10,000 gpd treatment plant. The distribution
system consists of approximately 0.2 miles of pipe, two storage tanks
with a combined capacity of 50,000 gallons, and one pump station. St.
Juliens Creek Annex (Chesapeake, VA): Water is purchased from the City
of Portsmouth. The distribution system consists of approximately 8.5
miles of pipe, a 1.0 million-gallon reservoir, and one pump station.
NWS Yorktown (York County, VA): Water is purchased from the City of
Newport News. The distribution system consists of approximately 66.5
miles of pipe, eleven storage tanks with a combined capacity of 2.3
million gallons, and four pump stations. FISC Cheatham Annex
(Williamsburg, VA): Surface water is treated at a Navy owned 400,000
gpd treatment plant. The distribution system consists of approximately
10 miles of pipe and two storage tanks with a combined capacity of 0.6
million gallons. Domestic Wastewater System: Naval Station Norfolk
(Norfolk, VA): Wastewater is discharged to Hampton Roads Sanitation
District (HRSD) for treatment and disposal. The collectionsystem
consists of approximately 45.0 miles of pipe and 25 lift stations.
Lafayette River Annex (Norfolk, VA): Wastewater is discharged to HRSD
for treatment and disposal. The collection system consists of
approximately 0.4 miles of pipe. FCTC Dam Neck (Virginia Beach, VA):
Wastewater is discharged to HRSD for treatment and disposal. The
collection system consists of approximately 6.8 miles of pipe and 6
lift stations. NAS Oceana (Virginia Beach, VA): Wastewater is
discharged to HRSD for treatment and disposal. The collection system
consists of approximately 14.2 miles of pipe and 14 lift stations. NAB
Little Creek (Virginia Beach, VA): Wastewater is discharged to HRSD
for treatment and disposal. The collection system consists of
approximately 35.0 miles of pipe and 23 lift stations. SPECWAR Boat
Launch Facility (Virginia Beach, VA): Wastewater is discharged to the
City of Virginia Beach. The collection system consists of approximately
1.0 mile of pipe and one lift station. Camp Pendelton (Virginia Beach,
VA): Wastewater is discharged to HRSD for treatment and disposal. The
collection system consists of approximately 0.5 miles of pipe and one
lift station. Wadsworth Housing (Virginia Beach, VA): Wastewater is
discharged to HRSD for treatment and disposal. The collection system
consists of approximately 3.6 miles of pipe and one lift station.
Norfolk Naval Shipyard (Portsmouth, VA): Wastewater is discharged to
HRSD for treatment and disposal. The collection system consists of
approximately 13.1 miles of pipe and two lift stations. Portsmouth
Naval Hospital (Portsmouth, VA): Wastewater is discharged to the City
of Portsmouth. The collection system consists of approximately 2.7
miles of pipe and three lift stations. St. Helena Annex (Portsmouth,
VA): Wastewater is discharged to HRSD for treatment and disposal. The
collection system consists of approximately 0.4 miles of pipe and one
lift station. New Gosport Housing (Portsmouth, VA): Wastewater is
discharged to HRSD for treatment and disposal. The collection system
consists of approximately 2.8 miles of pipe. Stanley Court Housing
(Portsmouth, VA): Wastewater is discharged to HRSD for treatment and
disposal. The collection system consists of approximately 0.6 miles of
pipe. NALF Fentress (Chesapeake, VA): Wastewater is treated at a Navy
owned 6,000 gpd wastewater treatment plant. Effluent is disposed of by
spray irrigation. The collection system consists of approximately 0.2
miles of piping and one lift station. St. Juliens Creek Annex
(Chesapeake, VA): Wastewater is discharged to HRSD for treatment and
disposal. The collection system consists of approximately 5.3 miles of
pipe and two lift stations. NWS Yorktown (York County, VA): Wastewater
is discharged to HRSD for treatment and disposal. The collection system
consists of approximately 32.2 miles of pipe and 19 lift stations. FISC
Cheatham Annex (Williamsburg, VA): Wastewater is discharged to HRSD for
treatment and disposal. The collection system consists of approximately
6.1 miles of pipe and 3 lift stations. This Request for Information
(RFI) is a required component of a complete and systematic process to
evaluate interested parties under the Department of the Navy's
utilities privatization program. In order to minimize costs both to
potentially interested parties and the Government, this notice is being
issued to determine the interest and feasibility of proceeding with a
formal request for proposals. Should insufficient credible interest be
identified for a privatization action, it is highly likely that no
formal solicitation will be issued. Should interest be determined
sufficient, a formal request for proposals may be forthcoming.
Interested parties should provide a statement of interest on company
letterhead (not to exceed 20 pages in length, printed on one side only,
and double-spaced) by 4 August 1999. It is requested that companies
identify those systems and locations that they have interest in owning.
The statement shall include as a minimum the following criteria: (1)
capability and experience in the ownership, operation, and maintenance
of similar systems; (2) financial capacity to purchase, expand, and
operate a utility system; (3) a statement showing its understanding of
an obligation to provide continuous utility service; (4) understanding
of any applicable state or local utility laws or franchise
requirements, and capability of complying with such requirements; (5)
understanding of the federal, state, and local environmental laws and
regulations and its familiarity and experience with environmental
compliance procedures and regulations for the State of Virginia and US
Environmental Protection Agency, Region 3. The Government does not
intend to issue a conveyance document on the basis of this announcement
or otherwise pay for the information solicited. It should be noted that
individual RFIs for different utility systems may be issued in the same
